About the role: This is a 12 month new role with unaccompanied terms based in Dhaka, Bangladesh at Volunteer salary of €11,063
The position will contribute to Concern’s work in Bangladesh and will support the country programme’s work through the development and design of new programmes and proposals, high quality internal and external reports, and grant management.
We would like you to start as soon as possible.
Your purpose: The Programme Support Officer (PSO) is a multi-faceted entry level positon based in Dhaka, Bangladesh, with some travel to field locations. The PSO will support the country programme team in programme design, the preparation of high quality donor programme proposals and reports, contribute to a strong system of grant management and donor compliance, set up and maintain knowledge management systems, and provide necessary documentation and other support to the country management team, as requested.
Key responsibility:
Programme Design
· Work with Programme Director (PD) and Programme Managers (PM) to design programmes and prepare project concept notes, proposals, stakeholder analysis and logical frameworks as an integral part of the programme planning team.
· With Concern’s country management team, monitor and actively seek funding opportunities with different donors, foundations, and communicate to PD and PM’s to plan for proposal submission.
· Assist in writing proposals, case studies etc. for submission to donors.
· Contribute effective analytical support to the programme team to help identify key opportunities and knowledge gaps.
Programme quality and learning
· With programme teams, support the capturing of best practices from the field and document the lessons learned from implementation.
· Provide knowledge input on proposed Concern studies and research methods aimed at strengthening the programme evidence base in the country programme.
· Facilitate knowledge creation, dissemination, documentation of lessons learned, etc.
· Assist in identifying areas where technical assistance will be required, support the preparation of terms of reference (TOR s) for short-term consultancies,
Reports & Communications
- Assist the country management team to develop country specific papers and reports for profile building and advocacy.
- Support the country management team and at times the partners in the development of reports, case studies and other relevant documentation.
- Provide support to the Communications Coordinator to manage the storing of documentation, both electronic and hard copy documentation.
Donors & Resource mobilisation
· Support country management in maintaining a donor database and reporting schedule.
· Edit copy high quality reports for donors and internal monitoring.
· Ensure Concern reports are in compliance with donor contracts and that Donor regulations are followed as contractually agreed.
· Lead on the consolidation and gathering information for the completion of the Bangladesh Annual country programme report and copy edit the results frameworks
Capacity Development Stakeholders & Partners
· Promote the integration of best practices into project activities, including active participation and communication with Concern HQ.
· Work collaboratively with partners and local government to integrate best practices into existing project and management approaches.
Communications & Learning
· Develop programme updates papers and case studies.
· In conjunction with the PD, prepare briefing and/or position papers.
· Support staff to improve writing skills, photography, information management and case study development.
· Ensure that lessons learned are captured and properly documented and archived by participating to regular project/programme reviews.
Liaison
· Liaise with and link to Communication Coordinator in preparing and developing communication materials for local and international Public relations.
Your skills and experience will include:
Essential:
· Master’s Degree in development/humanitarian studies or similar field
· At least 1 to 2 years practical experience working in development field with NGO preferably in overseas field
· Proven experience of programme design and proposal writing
· Proven experience of high quality report writing
· Fluent in English, both verbal and written
· Familiar with the project management cycle
· Ability to act as part of a multi-cultural and multi-disciplinary team
· Cross cultural awareness and sensitivity to cultural differences
· Ability to organize and prioritize workload, using initiative when appropriate
· Ability to cope with stress, work under pressure often to strict deadlines
