Context:

Under the overall supervision of the Deputy Chief of Mission in Cox’s Bazar and the direct supervision and technical guidance of the Programme Coordinator (Emergency Health), the successful candidate will be required to support the IOM Health team towards the successful implementation of IOM Health related projects in Cox’s Bazar. S/he will be responsible and accountable for assisting and supporting the Emergency Health Programme Coordinator with oversight, coordination, implementation, and particularly quality control and quality assurance of IOM's emergency health response.

Core Functions / Responsibilities:

  1. Assist in the provision of direct oversight to the emergency health response including planning and implementation of project activities, (i.e. human resources, medical equipment and supplies, health infrastructure, health information system), direct supervision of health teams in all IOM-supported health facilities, outreach and referral activities.

  2. Supervise the National Programme Officers to ensure quality control and quality assurance is mainstreamed in field-level coordination and implementation of planned activities mainly provision of the Essential Health Service Package (ESP) including primary health care service, Expanded Programme for Immunization (EPI), outreach health promotion activities, sexual and reproductive health services (Anti-Natal Care (ANC), Post Natal Care (PNC), maternity and prevention of Sexually Transmitted Infections (STIs)), strengthening medical referral system and coordination mechanisms.

  3. Coordinate with the IOM Sexual and Reproductive Health (SRH) Officer, Emergency Preparedness and Response Officer, MHPSS Officer and any other Technical Advisors to ensure the mainstreaming of proper implementation of specific interventions required under their respective technical thematic areas under the overall guidance of the Emergency Health Programme Coordinator and in consultation with health and other concerned sectors.

  4. Implement and coordinate, with the health sector, IOM Emergency Preparedness and Response (EPR) plan for disease outbreaks and natural disasters. This may include the establishment of disease-specific treatment facilities, management of emergency medical transportation (EMT) system and the recruitment and training of surge medical teams to lead the response.

  5. Provide technical support to the Monitoring and Evaluation (M&E) team on the overall monitoring and evaluation of health interventions, specifically aiming at increasing effectiveness, improving quality of care and recommending detailed action plans for implementation.

  6. Ensure proper reporting by all health facilities into the Early Warning Alert and Response System (EWARS) and national Demographic Health Information System (DHIS) system and produce and analyse regular epidemiological reports in conjunction with the Emergency Health Programme Coordinator.

  7. Liaise closely with IOM teams and other stakeholders providing Water Sanitation and Hygiene (WASH), Shelter/ Non-Food Items (NFI), Protection, Needs and Population Monitoring (NPM) and Camp Coordination and Camp Management (CCCM)/Site Management to facilitate cross-cutting health issues and concerns are mainstreamed and addressed across relevant sectors.

  8. Participate in health and other sector-related meetings including thematic subgroups and technical working groups. Key counterparts will include, among others, the Ministry of Health and Family Welfare (MoHFW), World Health Organization (WHO), United Nations Children's Fund (UNICEF), United Nations Population Fund (UNFPA) and national implementing partners.

  9. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Nursing, Medicine, Community or Public Health or a related field from an accredited academic institution with two years of relevant professional experience; or

• University degree in the above fields with four years of relevant professional experience.

Experience

• Programmatic field experience in displaced population health and in programme development; including planning, implementation and analysis of technical health interventions and resource mobilization;

• Knowledge of structures and functions of national and international health agencies and donors;

• Familiarity with the health sector in the region and/or other similar resources-limited contexts is an advantage.

Languages

IOM’s official languages are English, French and Spanish.

For this position, fluency in English is required (oral and written). Working knowledge of Bangla, French and/or Spanish is an advantage.
