Context:

In Cox Bazar, Bangladesh

Action Against Hunger began working in Bangladesh since 2007 following the floods in Shariatpur and cyclone Sidr. Since then, Action Against Hunger has been working to fight against hunger, malnutrition and responding to humanitarian crisis in Bangladesh. As of today, Action Against Hunger is running its programmes in South-west and South-east of Bangladesh. The organization has received its NGO Affairs Bureau Registration on 2008. The activities with refugees in Cox’s Bazar started in 2009 and as gradually increased and extended to the Bangladeshi community in 5 different upazillas.

The government renewed Action Against Hungers’ registration in March 2018, FD1, for the next 10 years. Over the years, the organization has built strategic relationships with local/national partners strengthening their capacity by cross learning and extended support.

The programmatic and operational activities have expanded considerably over the last 12 months and the team has expanded to close to 1000 national staffs, 15 international staffs and 1500 volunteers. They are implementing a large humanitarian programme providing aid to both the Rohingya and the host population. 25 projects are on-going in Dhaka, Satkhira/Barguna and Cox’s Bazar (mainly funded by BPRM; COFRA Foundation; DANIDA; DFID; SDC; SIDA; UNFPA; UNHCR; UNICEF; WFP; ECHO). Our main fields of focus are Nutrition & Health, Food Security and Livelihood, Water, Sanitation and Hygiene (WASH), Disaster Risk Reduction and Management (DRR&M) and Mental Health and Care Practices (MHCP). The security situation remains comparably stable in the area.

The position is based in Cox bazaar with frequent travel to various field offices in the Cox bazaar department, as well as to Dhaka

The position:

You are responsible for coordinating, consolidating, and ensuring smooth implementation of our programs, ensuring transparency and efficiency of our activities. You manage the grants and represent ACF to relevant stakeholders at district level.

Under the supervision of Divisional Director, you develop and implement the district strategy integrating NUT (Nutrition and Health), FSL (Food Security and Livelihood), WASH (Water, Sanitation and Hygiene) and MHCP (Mental Health and Care Practice) programs in collaboration with the respective program managers and technical coordinator(s) and with sustainable integration of MEAL (monitoring evaluation and learning). You provide general support, guidance, and serve as focal point during program planning, grant writing, and reporting.

More precisely your objectives are:

  • · Insure the implementation of current projects in the area of intervention
  • · Lead on proposal writing and grant reporting
  • · Ensures the excellent management of assigned human resources
  • · Work closely with the Divisional Director and Field Coordinator Operations provide strategic leadership to all Action Against Hunger activities at the base level;
  • · Contribute to Action Against Hunger technical country strategy for Cox’s Bazar base;
  • · Proactively support ACFs commitments to gender equality, child protection and disability sensitivity.

The applicant:

Education:

  • · You hold a master’s degree or equivalent in humanities, business administration, development studies, or related field

Type of professional experience requested:

  • · You have at least 5 years of professional experience in implementation or support humanitarian/early recovery/development operations
  • · You have at least 3 years of experience in managing individuals and teams for success
  • · You are experienced with representation and negotiation with both donors and local authorities, and communities engagement
  • · If you have an Action Against Hunger experience, it will be considered as a plus but not mandatory

Language:

  • · You are fluent in English (oral & written)

Technical Recruitment criteria:

  • · You have a technical mindset and exceptional written and verbal communication skills with the ability to stay organized and provide timely responses to multiple inquiries.
  • · You have experience in in project cycle management of Multi-Donors programs;
  • · You have a professional experience in global project management: organization, planning, implementation of the project cycle, implementation and monitoring of financial and budgetary procedures, recruitment and management of teams, reporting, etc.;
  • · You have Experience in managing multi-year development projects funded by UN and European donors;

Transversal skills

  • · You have strong computer literacy, including ability to work with Microsoft Office
  • · You have excellent interpersonal, organizational, multitasking, leadership and communication skills
  • · You have a high capacity of work, challenge-seeker with high degree of flexibility and autonomy
  • · You demonstrate integrity, diplomacy, enthusiasm and professionalism
  • · You have firm understanding of ‘Do No Harm’ approach
  • · You demonstrate understanding, willingness, and capacities to commit to, comply with, implement, and promote gender, age, and diversity principles and policies

Contract:12 months fixed term contract under French legislation

Remuneration and benefits :

  • Monthly gross salary: from €1805 to €2305 upon experience.
  • · Per diem and living allowance: €532 (cf eurocost) net, field paid.
  • · + 16% of monthly gross salary as reimbursement of retirement insurance for non-French citizen.
  • · + Child allowance, limited to 5 children.

Transportation and accommodation:

  • · Coverage of transportation costs to and in the mission.
  • · Individual room in guesthouse covered

Medical coverage:100% coverage of medical expenses + repatriation insurance.

Leaves and RnR:

  • · 25 days of paid leaves per year.
  • · + 20 RnR per year.
  • · + 215 € at each RnR period every 12 weeks
  • · Coverage of the transportation expenses to the RnR area of reference (Thailand)

Training :

  • · Free and unlimited access to the certifying e-learning platform Crossknowledge ©.
  • · Technical trainings at HQ or regional level (averagely 1 per year).
  • · Intermission Workshop once a year.
  • · Participation to external trainings costs upon eligibility of the request.
