Handicap International is changing his name and becomes « Humanity & Inclusion ». HI, Humanity & Inclusion is an independent and impartial aid and development organisation with no religious or political affiliations operating in situations of poverty and exclusion, conflict and disaster. We work alongside people with disabilities and vulnerable people to help meet their essential needs, improve their living conditions and promote respect for their dignity and fundamental rights.
Since the organisation was first founded in 1982, we have set up development programmes in 62 countries and responded to many emergencies. Today we have a budget of around 150 million euros, with 3500 employees worldwide.

JOB CONTEXT :
HI is present in Bangladesh since 1997 and works at supporting universal and inclusive access to services for all, particularly in the sector of health, education and socio-economic empowerment. The organisation is also particularly active in physical rehabilitation and access to quality assistive technologies in isolated areas of the country while also promoting capacity building to Disabled People’s Organizations (DPOs) in Kurigram, Sitakunda, Tangail and Mymensingh.
In recent years, the program has expanded its interventions to support and improve the living conditions of the Rohingya refugees, and host communities in Cox’s Bazar.
The programme strategy has been finalized in June 2016 and will need to be reviewed by 2021. The main pillars of the strategy are:
Universal access to quality mainstream services through inclusive education and livelihoods
Access to health and prevention of impairments through comprehensive rehabilitation and reduction of preventable impairments
Disability right promotion through support to civil society
Inclusion of disability in disaster risk management

YOUR MISSION:
Under the responsibility of the Asia Geographic Director based in Lyon, you are overall responsible for the Country Program through the management of the Coordinators heading the departments of programs, technical, support services and communications. You contribute within your geographical area to the implementation of the mandate and the 10-year strategy of Humanity & Inclusion. You ensure optimal quality and impact of the activities in the Programme through a delegation system with appropriate control mechanisms. You share with all HI managers the responsibility of a sound management and successful functioning of the global organization.
In this framework, your main duties are:
To be the legal representative in the country of the overall HI organization internally and externally, and promote a high reputation and positive image of HI.
To deploy HI’s full mandate and 2025 Strategy in Bangladesh, with operational partners, institutions and/or donors. This is done through the development and implementation of the Programme’s Operational Strategy. In case of emergency, you take responsibilities in accordance with the response framework defined.
To ensure compliance with your budget framework (including unrestricted funds) and HI policies and frameworks (safeguarding, commitment thresholds, security, human resources, risk management, etc.)
To actively monitor and analyze context developments in Bangladesh, in order to identify risks and opportunities
You manage a team of 260 national staffs and 19 international staff including 7 persons directly under your management (1 Area Manager, 1 Technical Unit Coordinator, 1 Operations Coordinator , 1 Support Services Coordinator, 1 Liaison officer , 1 Field Coordinator, 1 Base Manager). The size of the budget managed is approximatively 8.7 million USD.
YOUR PROFILE :
You hold a Master degree in development or humanitarian studies, economics, social sciences, management or other discipline related to the profile.
You have at least 7 years international field experience of implementing and developing projects, including experience of team management and project management-related issues
You show excellent analytical, planning, organizing and task prioritization skills
You have proven success in developing new projects and interventions, and expanding donor and project portfolios
You like representation, coordination, and networking
You master written and oral communication in English (and eventually in French)
You demonstrate a strong experience in team management and leadership of multi-cultural and multi-sector teams, on-site and remotely
You are able to lead processes, coordinate, motivate, and engage others
A previous experience in South Asia and/or with HI would be assets.
CHARACTERISTICS OF THE POSITION :
You are based in Dhaka which is a large and densly populated metropolis. The office and expatriate housing are located within the diplomatic area, in Gulshan. HI is operating in 3 others cities Cox’s Bazar, Ukhiya and Teknaf. Travelling between the differents sites is easy: 1 hour flight Dhaka – Cox’s Bazar and from 1h15 to 2h hours by car to reach Ukhiya and Teknaf from Cox’s Bazar.
CONDITIONS:
Startingdate : March 2020
Lengthof thecontract: 36 months**
Salary from 3220€ gross/month regarding the experience of the candidate
Perdiem : 599€ net/month
Hardship allowance : 250€ net/month
