About the role
Background Information
It is anticipated that DFID will procure services for a Technical Assistance provider to support its services to the Ministry of Health and Family Welfare (MOHFW) to run from the end of 2019 until 2022 contingent upon available funding.
The Technical Assistance provider will provide support to the MOHFW through the development of ToRs for agreed upon areas of technical assistance, recruitment and deployment of consultants as well as dissemination of applicable information.
Position Summary
The Team Leader is responsible for the overall delivery and achievement of results of the programme. S/he is responsible for the operational and programme management of the project, whilst serving as the principal liaison between MOHFW, other in-country stakeholders, DFID, consortium partners and Crown Agents.
The TL will need to maintain strong relationships across the programme; with the relevant government ministries and with the leadership of consortium members.
This position is based in Dhaka, Bangladesh, with some in country travel expected to programme activity sites.
Responsibilities
Leadership and management
- Lead the Better Health for All TA programme ensuring quality oversight and successful delivery
- Provide strategic direction to the programme and drive the overall implementation in-country, ensuring a politically informed approach is embedded
- Working closely with Crown Agents HO, the TL ensures technical quality and provides oversight in relation to the delivery of all programme activities and deliverables
- Day-to-day management of the programme, including technical and financial decision-making (within agreed limits, seeking approval where necessary)
- Effective financial management and reporting, ensuring value for money
- Responsible for management of programme risk
- Ensure fiduciary, contractual, logistics and administrative management of all TA is run effectively and in line with CA policies and donor requirements
- Responsible for management of the in-country team including STTA
- Responsible for in-country oversight and management of all TA, ensuring that there are clear workplans in place for each piece of TA and that these are regularly monitored and updated
Relationship management
- Act as the lead in-country interface, managing relationships with DFID Bangladesh, MOHFW and other key stakeholders in the sector
- Proactively build and maintain positive, productive working relationships with key project stakeholders
Compliance
- Ensure full adherence to contractual Terms of Reference and CA policies, and flag any risk or issues to Crown Agents HO as needed
- Ensure compliance with safeguarding, security, duty of care and other policies
The Team Leader holds ultimate responsibility for programme delivery and results. S/he will:
- Ensure delivery of all contractual deliverables in all programme areas.
- Provide timely and accurate programme and financial reporting to DFID on all programme areas.
- Ensure that high quality deliverables are developed and submitted on time.
- Proactively seek to share knowledge with, coordinate programme inputs and learn from other interested stakeholders
Reporting and Communication
- This position reports to the Programme Director
About you
Qualifications:
- At least 10 years’ working experience in social/health sector in Bangladesh
- Master’s qualification in International Public Health, Health Services Management or related field is desirable
Skills and experience:
- Demonstrable experience of working with the MOHFW across multiple departments
- Solid experience in managing Technical Assistance programmes including Quality Assurance
- Experience in developing ToRs, managing consultant contracts
- Solid experience developing accurately costed workplans and monitoring budgets
- Exceptional leadership, management and communication skills, including proven ability to manage relationships with senior members of government and donors
- Experience working with DFID at a senior level
- Excellent personal relationship skills.
- Computer literate; at a minimum must be able to use Microsoft Office Word, Excel, PowerPoint and Outlook proficiently.
