Winrock International is recruiting applicants for the position of Operations Manager for the USAID-funded Bangladesh Counter-Trafficking in Persons (BC/TIP) Program. The Operations & Administration Manager will be responsible for overseeing general aspects of Winrock’s administration, human resources, logistics operations including procurement, property asset management, grants management, visa and work permit renewal, vehicle management, information technology, security, and other general office services for a high-quality, results-oriented project focused on addressing human trafficking in Bangladesh. The Operations Manager will work closely with the Sr. Finance Manager to ensure strong oversight and implementation of the administrative procedures within the BCTIP project.
ESSENTIAL RESPONSIBILITIES:
- Manage the operations and administration activities of the project in country, including the Dhaka and Cox’s Bazar field offices to ensure efficiency in operations and administration.
- Ensure the BCTIP project maintains compliance with Winrock standard operating policies and procedures and United States Government (USG) rules and regulations.
- Oversee BCTIP Grant programs from inception to closeout, including the assessment and selection of grantees, the awarding of grants, the monitoring of the grantee’s progress, the tracking of grantee performance and the closeout of the grants. Ensure the grant program is in compliance with USAID and Winrock rules, regulations, policies and procedures.
- Coordinate and oversee the BCTIP tendering and procurement activities including those that benefit subpartners. Procure necessary equipment and project materials in compliance with USG and Winrock’s procurement policy and procedures for both Winrock and sub partners and verify that goods received or sent to other locations have been received in full and in good condition
- Ensure the project inventory is complete and up-to-date and kept in accordance with Winrock and USAID guidance.
- Develop and implement office administrative and personnel systems. Develop and organize operations trainings and orientations.
- Conduct periodic reviews of operations processes to identify opportunities for improvement.
- Oversee visa and work permit renewal for expatriate staff.
- Liaise with the Chief of Party to ensure the project needs are being met in terms of contracts, grants, human resources, IT, and logistics.
- Supervise project staff and consultants working on operations and administrative tasks for the project. Conduct regular team meetings to establish quality working relationships between operations team members and to refine operations processes.
- Ensure complete operations and administration files are available and support annual audits.
- Oversee safety and security in coordination with Winrock Home Office.
- Other duties as assigned.
QUALIFICATIONS:
Education: University Degree in economics, accounting, business administration, public administration, or a related field
Work Experience:
- A minimum of 10 years’ progressive operations and/or grants management experience on international development projects.
- At least 4 years’ experience with operational and administrative management of a USAID or USG-funded contract or grant.
- Demonstrated working knowledge of USAID rules and regulations.
Skills:
- Fluency in Bangla required, with excellent written and oral communication skills in English
- Strong analytical and computer skills, including proficiency in Microsoft Suite (Outlook, Excel, Word)
- Willingness to travel to project areas outside of Dhaka
