Tdh:

Terre des hommes Foundation (Tdh) is the leading Swiss child relief organization, based in Lausanne (Switzerland). Every year our projects support more than 2 million children (3 million in 2016) and their families in over 35 countries. We are part of the Terre des hommes International Federation (TDHIF), with 9 other sister organizations in Switzerland, Europe and Canada.

Tdh has been present and active in Bangladesh since 1974 and focuses its work on child labour, health, child protection and humanitarian aid. We are currently working in Dhaka, Cox’s Bazar, Ukhia, Teknaf and Kurigram. All activities related to Rohingyas and host communities in Cox’s Bazar district are managed from Cox’s Bazar when those implemented in Kurigram and soon in Dhaka are managed from Dhaka.

Tdh has been a key player in Kurigram during those past decades, notably on health and child protection but had to scale down in 2019 considerably its operations in this very district – some limited activities will continue to take place in 2020 in Kurigram.

In parallel, Tdh is a member of a consortium led by the Institute of Development Studies (IDS) delivering a DFID-funded child labour program in Bangladesh, Myanmar and Nepal: ‘Tackling the Drivers of Child Labour’ (Clarissa). Clarissa is a highly innovative, child-centered and participatory program. Program design is based on principles of adaptive management, which are informed by ongoing processes of action research and iterative uptake of learning. The program kicked off in September 2018 with a nine-month co-creation phase, which was used to inform the design of the program’s implementation phase. The implementation phase, including set-up, started in July 2019 and is anticipated to run until 30 June 2023.

Context:

The Coordinator reports to the Country Representative and Head of CP in HQ on all Clarissa related topics. S/He is in charge of representing Tdh and of implementing Tdh projects in its geographical zone. S/he is responsible for staff management, finance and logistics, implementation of activities, program development, reporting, and security.

S/he will work in direct collaboration with the mission personnel and interface directly with the Country Representative, as appropriate for program strategy, reporting and administration.

S/He will be in charge of managing the Tdh Dhaka office and Tdh operations in Dhaka and in Kurigram.

S/He will be notably the lead of Tdh Clarissa programme, based in Dhaka and working with teams in Dhakha, Yangon and Kathmandu.

Responsibilities:

Under the direct supervision of the Bangladesh country delegate and Head of CP, the main tasks of the Dhaka Field and Regional Program Coordinator are:

Regarding Kurigram and management of Dhaka office

  1. Programme Strategy and planning
  • Manages programming aspects of the Dhaka and Kurigram operations in line with Tdh and donors’ standards.
  • In collaboration with the Country Representative, designs strategies and objectives for improved support to beneficiaries in target areas.
  • Ensures the representation towards stakeholders in Dhaka.
  • Using field perspective, integrates context assessment of Dhaka and Kurigram into reporting and communications; identifies geopolitical trends and indicators which may impact program activities in Bangladesh.
  • Coordinates, prepares and elaborates institutional donor reports for submission to the Country Representative. 2. General HR, Finance, Administration and Logistics for Dhaka Base

  • Maintains signatory schedule for purchase and payment authorizations.

  • Reviews monthly budget vs. actual reports in order to orient future budgetary expenditures and allocations.

  • Respects transparent management procedures as defined in the Tdh Bangladesh Staff Regulations and in accordance with the salary scale.

  • Works to empower Bangladeshi national staff.

  • Ensures Tdh compliance with requirements of the local law in respect to employment conditions and related matters.

  • Leads and manages staff, encouraging effective teamwork and providing supervision and guidance, especially on issues related to cross-sectoral collaboration and harmonizing approaches. 3. Programme management

  • Acts as the instrument of management and facilitation for programme activities; ensures proper office functioning for the achievement of support roles and tasks while respecting budget and timeline parameters; a service-oriented support outlook will be maintained by support staff members.

  • Follows and ensures respect of programme action plans; facilitates exchange and troubleshooting; follows up on Country Representative’s orientations.

  • Contributes to proposal drafting as requested; review and edit final versions.

  • Organises internal coordination meetings

  • Supports programme managers in designing and implementing a monitoring and evaluation system to evaluate programme results and makes recommendations for future programme directions.

  • In collaboration with the programme managers, ensures daily monitoring of activities. 4. Representation

  • Ensures overall Tdh coordination with the UN agencies and government in Dhaka and support the team in Kurigram doing so and operational representation where relevant in Bangladesh, including the sharing of information and reporting.

  • In coordination with the Country Representative, guarantees that all formalities required by the government are prepared properly, kept up to date, and presented punctually.

Regarding the management of the Clarissa program

1**.** Program Management and strategy:

  • Oversee program implementation and monitoring in the three countries, in accordance with program workplan, consortium/donor requirements and approved budget.
  • Contribute to the regular program assessments and outcome/impact of activities and propose adjustments if needed.
  • Oversee and monitor overall program budget, forecasts, and follow up on related expenditures based on country and financial reports.
  • Ensure and coordinate timely and quality donor and internal reporting, including narrative and financial reports in line with consortium/donor requirements and in collaboration with the finance manager, all units and departments at country and HQ level.
  • Participate in child labor and CP assessments in the geographical zone of intervention or outside.
  • Participate in the review of strategy for Bangladesh, Myanmar and Nepal by feeding learnings from the program
  • Ensure alignment and compliance with all Tdh policies and standards, including the Child Protection Minimum Standards Institutionalization Strategy

2**.** People Management:

  • Participate to planning, recruitment, management and support capacity building of program personnel with the skills and competencies needed to ensure optimum performance and encourage the formation of diverse and collaborative teams.
  • Support country coordinators in Bangladesh and Myanmar recruited for in-country program design, planning and implementation.
  • Promote teamwork, collaboration and diversity by providing timely guidance and supervision to the teams to enable them to perform their duties responsibly, effectively and efficiently.3. Monitoring, Evaluation and Learning

  • Ensure the M&E system (plan, tools, analysis, indicators) is set-up in accordance with consortium/donor requirements and in collaboration with the Tdh Quality and Accountability department and MEL focal points.

  • Use the Tdh project follow-up (PFU) tool for internal program monitoring.

4**.** Quality assurance

  • Ensure adherence to quality standards and policies during program implementation
  • Ensure the correct flow of operational information to all units and departments at HQ and country level;
  • Facilitate regular internal coordination and provide feedback to program teams members with an aim towards continuous improvement of Tdh project management practices

5**.** Coordination & Representation

  • Ensure ongoing liaison and regular communication with the consortium lead and consortium partners. Represent Tdh at program relevant meetings.
  • Ensure the correct flow of operational information to all units and departments at HQ and country level.
  • Represents Tdh in foras and meetings held at community and location level.
  • Increase Tdh visibility in terms of tackling child labour and other related issues in Asia

6**.** Knowledge management

  • Capitalize program learning, knowledge on DFID-funded programs as well as on adaptive management practices.
  • Actively interact with program team members and wider program communities to collate and share knowledge, lessons learned and best practices.
  • Ensure dissemination of knowledge, learnings and best practices across organization7. Security

  • Comply with Tdh Security Regulations.

  • Report any security/safety incident and/or risk to the country representatives

  • Inform program staff under his/her supervision on security rules defined by the country representatives

  • Conduct regular context and security analysis in project areas of implementation and ensures that all activities are implemented in line with Tdh risk analysis and adhere to a Do No Harm policy

Profile :

Knowledge
Essential
Education: Advanced university degree (Master’s or equivalent), preferably in Project Management, Business Administration or another relevant field is required
Language: Excellent oral and writing skills in English

Desirable
Certifications: PRINCE2 Foundation & Practitioner Certification

Experiences and aptitudes:

Essential:

  • Experience in consortium management
  • Experience in managing DFID or DFID-funded multi-country programs
  • Experience in adaptive and/or agile management methods
  • Proven expertise/knowledge/experience in Child labour programming
  • Knowledge in research, in particular participatory research
  • Excellent writing, reporting and communication skills in English
  • Strong organizational skills, including time management, ability to meet deadlines, multi-tasking, prioritisation of tasks and working under pressure
  • Flexibility and strong adaptation skills
  • Responsive, motivated, good communicator
  • Advanced IT skills/Office Pack

Desirable:

  • At least 2 years’ experience in a similar position in the field
  • Experience working with countries in the region
  • Proven expertise/knowledge/experience in Child labor programming
  • Proven expertise/knowledge/experience in research, in particular participatory research
  • Knowledge of CPMS

Salary:

Expatriate contract under Swiss regulations 3’400 CHF (~2’950 €) < > 4’750 CHF (~4’100 €) net /month according to experience x 13 times, Vacancy: 25 days annual leaves local accommodation and transportation, Health insurance, accident and medical repatriation insurance, return flight.
