The Role:

Oxfam is looking for a Head of Economic Inclusion and Justice Portfolio to provide operational and strategic leadership to the Oxfam in Bangladesh’s Economic Inclusion and Justice Portfolio by ensuring all field based interventions specially the Enterprise Development Program, Economic Justice and Women Empowerment component of Rural Resilience Program, Economic Empowerment Component of Youth Empowerment Program as well as Economic Inclusion and Justice component of Worker Rights Program, Natural Resources Rights Program and Climate Resilience Program are being managed with high quality, effective and efficient delivery. The position will be the focal person of Economic Inequality Theme of Oxfam in Bangladesh through acting as Bangladesh focal person of Oxfam’s global campaign ‘Even It Up’

What we are looking for:

The Head of Economic Inclusion and Justice portfolio is a newly-created position at Oxfam in Bangladesh (OiBD) and comes at an exciting time of growth as it implements its new Country Strategy and Operating Model. It’s an exciting opportunity to join the leadership team at OiBD to shape the organization’s program quality practice, portfolio and market presence, working in collaboration with others across the confederation.

TECHNICAL SKILLS, EXPERIENCE & KNOWLEDGE:

Job Specific

· A Master’s degree in economics, business administration or other relevant academic qualifications, preferably in international development, economics, politics.

· Experience of implementing Economic Inclusion and Justice programmes, initiatives and campaigns.

· Strong programme management and quality knowledge, with ability to ensure consistent quality against standards and to implement effective monitoring and evaluation systems to assess and adjust performance.

· Strong experience in popular mobilisation, research, policy advocacy and campaigning skills and experience.

· Strong experience of resource mobilization for economic inclusion and justice projects.

· Commitment to and good knowledge of working with a partnership approach including innovative approaches to capacity strengthening.

· Good knowledge of and experience with managing donor funded projects with strong financial management skills and experience of project budgeting and budget monitoring.

· Proven analytical and conceptual thinking, project management knowledge and skills and experience in using participatory tools and methodologies for assessment, implementation, monitoring and evaluation.

· Strong organisational and personal management skills with the ability to prioritise work issues to meet deadlines with minimal supervision and adjust to constantly changing situations while maintaining focus on delivery and follow-through.

· Excellent personal communication skills, in written and verbal English and Bangla.

· A high level of self-awareness, initiative, sound judgement, personal energy and flexibility.

· Experience in capacity assessment, baseline, market assessment, project planning, review and capacity building process.

· Demonstrable understanding of 360-degree accountability.

· Ability and willingness to travel and to work extra hours as necessary.

· Experience and interest to scale up the use of digital media for campaigning.

· Demonstrated commitment to mainstreaming gender and diversity issues as well as a commitment to neutrality & impartiality.

· Ability to travel a minimum of 12 weeks per annum.

· Willingness to work flexibly and to travel in difficult geographical locations at in country and abroad.

· Proven experience of using basic MS Office application (Word, Excel, Access and PowerPoint).

• Inspires and encourages others to meet their targets and demonstrates enthusiasm for work.

• Helps others do their job better and progress personal learning, and provides coaching, feedback, and ensures training and expert support are available.

• Able to delegate and offers coaching and support to ensure success with the task.

• Monitors progress of work, gives clear directions and uses a range of leadership styles as appropriate.

• Role models and encourages others to seek and act upon opportunities for different or innovative approaches to addressing problems and opportunities.

Working effectively with others:

• Participates in organisational initiatives and is willing to place personal targets second in favour of other organisational priorities

• Is aware of issues that may affect the work of others, draws others attention to these issues and provides/seeks guidance and coaching as needed.

• Takes time to listen to others and asks questions to ensure understanding brings disagreement into the open for discussion and acts as a facilitator/coach during discussions and moderates own views/perspectives for the good of the group.

• Aware of what information needs to be given to whom and is able to communicate messages in an appropriate way.

• Identifies critical people in any decision process, has developed a range of different approaches and selects the appropriate style for the situation.

Desirable

· Gender knowledge and cultural sensitivity with a strong commitment and understanding of the values and principles of Oxfam.

· In-depth understanding of gender, safeguarding, child protection, disability, human rights, VAWG and HIV/AIDs issues and experience in integrating these into programme practice.

· Experience in community-based projects will be an advantage.

· Creativity – thinking of new ways to ensure influence of key inequality issues

· Commitment to the aims and objectives of Oxfam

· International experience will be an additional asset specially working in humanitarian situation.

Other

• Required to adhere to Oxfam’s principles and values as well as the promotion of gender justiceand women's rights

• Understanding of and commitment to adhere to equity, diversity, gender, child safety and staff health and wellbeing principles
