In Lao PDR, CHAI has been working together with the Ministry of Health's National Tuberculosis (TB) Program since 2014. CHAI's support has been focused on strengthening TB diagnostics and the supply chain to increase access to high-quality TB care and treatment in hard-to-reach populations, to help Lao PDR make progress towards achieving the global End TB Strategy to have 'a world free of TB' by 2035.
CHAI will continue supporting the National TB Program to:
- Ensure patients have uninterrupted access to highly optimal testing and treatment
- Increase utilization of data for strategic and operational planning
- Strengthen program management and operational capacity, with an eye towards sustainability
CHAI is seeking a highly entrepreneurial individual with outstanding problem-solving, analytical, and communication skills to work as a Senior Associate with the CHAI Lao PDR TB Access Program. A dynamic, energetic, self-motivated individual with exceptional people skills and experience working in challenging environments would make for a strong candidate for this role. Demonstrated application of analytical skills and problem solving in complex environments is essential.
The Senior Associate be based in Vientiane, Lao PDR, but may be required to travel within the country up to 15% of the time.
Responsibilities
- Work together with Ministry of Health teams at the National TB program and CHAI global teams on executing project strategy, including supporting:
- Strengthening the development of monitoring tools and management dashboards to ensure data is utilized for strategic decision making and planning
- Management and maintenance of national databases, dashboards, quantitative models and drug forecasts
- Development of tools, including work plans, budgets, and target setting, to support program roll-out, scale-up or implementation of key strategic activities
- Assist in conducting costing and cost-effectiveness analyses to assist National TB Program in selecting interventions
- Advise National TB Programs on how to implement active and passive case finding activities to improve case notification rate via health care worker training, targeted supervision visits, plugging supply chain gaps and use of new-age Artificial Intelligence Technologies to interpret patient chest X-rays
- Advise National TB Programs on revisions to MDR TB guidelines
- Strategic assistance to National TB Program by providing fundraising support (from both donors such as Global Fund and Government partners) via concept note/proposal development and by providing global intelligence, technical support to develop National
- Strategic Plans for TB
- Support the Lao HIV Program on joint programmatic planning with the TB Program, including forecasting and work planning
- Ensure planning and resources are targeted towards addressing programmatic gaps
- Support the programs with ongoing planning from donor transition
- Coordinate project-wide outputs related to reporting, compliance and updates
- Develop strong working relationships with key stakeholders in government, international partners, donors and NGOs
- Collaborate with government to ensure skills transfer and government ownership
Undertake any other duties as requested by the Country Director or Deputy Country Director
Qualifications
Bachelor's degree or higher and at least 4 years of professional experience in the private or public sector
Relevant Master's degree would be an advantage
Excellent problem solving, analytical, and quantitative skills
Experience in project planning and execution, including budgeting
Strong diplomatic and interpersonal skills, including the ability to build professional and collaborative relationships with a range of stakeholders and drive results
Entrepreneurial mindset, including ability to work independently with little guidance, and propose and implement new approaches/initiatives
Ability to think strategically, handle ambiguity, and problem solve in a fast-paced, limited-structure, multicultural environment
Strong written and oral communication skills in English, including the ability to prepare and present compelling presentations and program planning and memo documents
High level of proficiency in Microsoft Office, particularly Excel, PowerPoint and Word
Excellent written and oral English communication skills
