Infrastructure Manager

Miyamoto is currently seeking qualified candidates for the position of Infrastructure Manager for an anticipated USAID-funded disaster preparedness and resilient construction project in Bangladesh.

The position will be based in the Cox’s Bazar area of Bangladesh and is contingent on award. If awarded, selection of final candidate is subject to USAID approval. This is a four year leadership assignment.

Responsibilities/Scope of Work

The Infrastructure Manager will be responsible for leading the design, planning, implementation and monitoring of construction related activities in the anticipated USAID-funded project in Bangladesh. They will oversee and manage all infrastructure works to ensure the timely completion of works in the most effective, efficient and professional manner.

The ideal candidate for this position will have relevant qualifications in building construction, construction management, architecture or civil engineering of similar scope and size, as well as demonstrated experience in managing the delivery of successful infrastructure/construction projects combined with strong experience establishing and managing large budgets and diverse teams.

Key job responsibilities include, but are not limited to, the following:

  • Lead planning, design, implementation, and oversight of all construction and technical engineering activities.
  • Coordinate with technical stakeholders (local, national, international).
  • Provide oversight and responsibility for quality control for all USAID technical deliverables, including coordination with Miyamoto International development and engineering teams on all technical activities and deliverables;
  • Lead the design works fo prioritized infrastructure, ensuring designs are resilient, cost-effective, and implementable;
  • Supervise project contractors and other technical personnel as assigned, ensuring they are following engineering designs and specifications and are adhering to the project timeline.
  • Supervise and manage all construction activities, performing continuous and routine Quality Control/Quality Assurance checks throughout construction
  • Support CoP to create, maintain and update work plans to ensure on time delivery of all activities;
  • In coordination with the technical team, develop and deliver capacity building and knowledge transfer workshops and activities
  • Deliver timely inputs to client/donor reports and those required for Miyamoto internal reporting requirements;
  • Communicate frequently, proactively and openly with Miyamoto International on infrastructure works and implementation status, including raising and troubleshooting challenges;
  • Maintaining codes of conduct and other international donor regulations
  • Ensuring fundamental elements of the safety and security plans are understood and executed, including a basic level of training for all project staff. **

Candidate Profile

The anticipated USAID-funded project in Bangladesh focuses on support to multipurpose disaster shelters, disaster mitigation and risk reduction, and inclusive development and capacity building for disaster preparedness. The candidate will have successfully managed construction and infrastructure-related works for high profile international development projects with a demonstrated skill in construction management, specifically of programs related to disaster risk reduction, a high-level of political awareness, and demonstrated contextual sensitivity. Highly desired is experience in the Cox’s Bazar area of Bangladesh or similar work with displaced and conflict affected populations.

The candidate will have substantial experience (8+ years) managing development donor programs that include infrastructure and construction in dynamic security environments with a full understanding of the sensitivities of operating both at the highest levels of government and at the community level.

The Infrastructure Manager will be supported by a technical team in the United States and regionally as well as programming support with overall accountability to the Director of International Programs.

Qualifications Include:

Education

  • Master’s degree in Civil Engineering, Structural Engineering or related field, with in-depth experience in the Humanitarian/Development field or Disaster Response.

Knowledge and Experience

  • Civil or Structural Engineer with demonstrated technical depth in the field of disaster risk reduction and disaster risk management; knowledge of earthquake, flood and wind engineering a plus.
  • Strong past experience managing infrastructure works under international donor-funded development projects with a particular focus on disaster risk reduction and mitigation.
  • Ability to successfully manage a high-level international development project with remote support and supervision.
  • Excellent communicator able to work credibly and effectively and develop and maintain unbiased, professional working relationships with community members as well as high-level government and private sector officials, civil society organizations, etc.
  • Excellent organizational and planning skills.
  • Ability to coordinate and deliver on multiple engineering assignments
  • Self-starter with a “start-up” mentality a high degree of initiative, professionalism and integrity.
  • Excellent external representative at community events, meetings with the Client, workshops with local stakeholder groups, etc.
  • Proven ability to engage with multidisciplinary teams and communicate a common vision among diverse partners
  • Ability and willingness to work in a flexible and dynamic organization.
  • Professional fluency in English; knowledge of Bengali a plus
  • Experience working in Bangladesh or the Southeast Asia region required. Experience working in Cox’s Bazar in Bangladesh a plus.
