Handicap International is changing his name and becomes « Humanity & Inclusion ». HI, Humanity & Inclusion is an independent and impartial aid and development organization with no religious or political affiliations operating in situations of poverty and exclusion, conflict and disaster. We work alongside people with disabilities and vulnerable people to help meet their essential needs, improve their living conditions and promote respect for their dignity and fundamental rights.
Since the organization was first founded in 1982, we have set up development programs in more than 55 countries and responded to many emergencies. Today we have a budget of around 150 million euros, with 3500 employees worldwide.
HI has been working in Bangladesh since 1997, with a focus on creating sustainable changes in terms of ensuring rights and inclusion of people with disabilities in society.
In Cox Bazar’s district, HI has a strong knowledge and experience in chronic emergency response. Thanks to three projects implemented before the crisis, HI is providing services in rehabilitation, protection and PSS, with an inclusive mainstreaming approach to refugees and host population. HI works not only with people with disabilities and other vulnerable populations, but also with their families, their communities, and the society, in order to provide sustainability in its action.
Emergency Response
In response to the massive influx of refugees, HI also set-up an emergency intervention responding to the needs of thousands of refugees. Multi-sectorial mobile teams are currently working in 13 camps located in both Teknaf and Ukhyia Upazilas providing services in physical rehabilitation, primary health care, protection and PSS. Because of the extremely vulnerability of certain persons, the mobile intervention are combined with a static approach in the camps in order to provide comprehensive services.
In addition, HI is directly operating physical Rehabilitation services in 3 hospitals and 2 clinics located in the districts serving both Rohingyas Refugees and Host population.
As for its operational strategy for 2020, HI seek for opportunities to expand the provision of Sexual and Reproductive Health (SRH) services in the camps through its existing MU and to provide outreach physical rehabilitation services (home visits) in Host Communities.
DESCRIPTION :
Under the direct responsibility of the Area Manager (AM) and with the support of the Country Service Support Coordinator (SSC, based in Dhaka) and Regional Logistics Advisor (based in Yangon, Myanmar), you will be responsible for the following:
• Ensure the respect of HI and donor Logistics guidelines (Supply Chain management (procurement and storage), equipment, fleet management , offices and guesthouses) on the mission;
• Supervise and provide logistic support to the different HI partners and projects supervised by the program;
• Coordinate the logistics activities all over the Cox’s Bazar District in close collaboration with the project staff and the support staff for the effective implementation of the activities;
• Directly manage the logistics staff; ensuring understanding and correct implementation of HI logistics and procurement procedures through formal and informal training.
• Report on regular basis about all logistics activities within the mission to the Area Manager and SSC.
The Logistics Coordinator’s role in Cox Area for the second semester of 2020 is to build the capacity of the newly recruited Area Supply Chain Manager and the Area General Services Manager, so they become fully autonomous on their respective area of responsibility. Both managers are in charge of ensuring the Logistics and Supply operations across all the locations where HI is working and have to manage logistics staff remotely. This role required a high degree and capacity to train, coach and closely monitoring.
Area Supply Chain Manager Responsibilities are mainly 1) Ensure the correct implementation and follow up on the HI procurement, 2) Ensure quality of the delivered goods by meeting agreed delivery times, 3) Ensuring good communication across logistics procurement and storage staff in different locations, 4) Correct Implementation of Warehouse Management System,
Area General Services Manager responsibilities are mainly 1) Ensure the correct implementation of Fleet standards across all the locations, focus on Driver’s Training, Vehicles maintenance and safety and security, 2) Manage the relation with vehicle vendors, 3) Ensure the correct follow up of Mission Equipment, 4) Correct management of Hi Premises and Offices, 5) Harmonize the standards followed by all Support Service Officers in all HI work locations. 6) Develop logistics budget proposals and maintain the follow up of all support cost and logistics expenditure across all the different donor budgets.
The aim is to ensure the two managers are fully independent and will report directly to Dhaka Logisitics Management from 2021.
The Logistics Coordinator will also support with the capacity building of all the other supply chain and general services team members in Cox’s Bazar area.
PROFILE :
High degree diploma is recommended in Logistics
Strong experience in the related field ( minimum 3 years)
Experience in NGO compulsory (2 years), preferably in emergency context
Minimum one year experience in assessment and/or mission opening (can be at regional level: base opening)
Minimum one year experience in emergency context
English mandatory (oral and written).
Strong interpersonal and intercultural skills
Ability to work under high pressure with a great level of personal organization
Diplomacy sense
CONDITIONS :
• Starting date: 1st July 2020
• Length of the contract: 6 months
• Salary starting from 2800 € (gross) / month, adjusted regarding the experience of the candidate
• Perdiem: 599 € (net)
• Hardship allowance: 250 € (net)
