DTM Coordinator for Lao PDR

The Asia Regional Migration Program is a regional project which aims to strengthen the capacities and resources of Governments in Asia to manage complex migration flows in the region and to support migrants in vulnerable and crisis situations, through enhanced structures, policies, processes, safe and legal migration pathways, and effective partnerships at the national, sub-regional, and regional levels.

Under the framework of this program, IOM will soon begin roll out of flow monitoring activities in Lao People's Democratic Republic, at the border with Thailand, focusing only on incoming Lao migrants. It is expected that this flow monitoring activity will lead to a better understanding of human mobility patterns and vulnerabilities of migrant populations, as well as key vulnerabilities associated with recent unemployment due to COVID-19, potential health risks and challenges on return to local communities transiting through key border crossing points between Thailand and Lao People's Democratic Republic.

The survey will include key questions on knowledge, attitudes and practices around COVID-19, and help to track incoming migrants from province of origin in Thailand to province of destination in Laos. Under the direct supervision of the Head of Office in Vientiane, the successful candidate will provide operational support to the establishment and implementation of flow monitoring activities across various project sites in Vientiane, Lao People's Democratic Republic.

1. Provide remote oversight and support of DTM activities in Lao People’s Democratic Republic, and provide technical guidance to ensure their effective implementation;

2. Support the development of relevant data collection tools, including DTM tools and surveys;

3. Support the direct supervision of the DTM Operations Assistant, enumerators and key informants in Lao People’s Democratic Republic, and regularly monitor data collection methods and quality of collected data;

4. Provide training to the DTM Operations Assistant, enumerators and key informants, as and when required;

5. Regularly review implementation of DTM activities in relation to the evolving situation and operations in the field, and update and improve the methodology as required;

6. Ensure regular reporting and dissemination of information gathered through DTM activities in Lao People’s Democratic Republic, and contribute as needed to quarterly donor reports – in particular by analyzing data collected through flow monitoring activities to draw out trends or findings observed;

7. Liaise with IOM colleagues and partners on relevant information management and reporting issues, tools and initiatives, and maintain close and regular communication with the Regional DTM Team in Bangkok;

9. Draft and review DTM reports and infographics, in order to share results and findings of activities implemented in Lao People’s Democratic Republic. Ensure reports comply with IOM internal standards by coordinating with relevant IOM colleagues;

10. Support with analysis and infographics of statistics received;

11. Support the team in undertaking a phone-based Perceptions and Vulnerability Survey with key informants;

12. Demonstrate commitment to the Prevention of Sexual Abuse and Exploitation (PSEA);

13. Ensure mainstreaming of PSEA in DTM operations; and

14. Perform such duties as may be assigned by the direct supervisor.
