Context:

Under the overall supervision of the Deputy Chief of Mission (DCOM) and the direct supervision of the Transition and Recovery Coordinator (TRD), and in close coordination with the relevant project managers and relevant IOM sector leads in Cox’s Bazar, in close collaboration with IOM’s humanitarian response efforts, the successful candidate will be responsible and accountable for managing, coordinating, implementing, monitoring and evaluating projects supporting disaster risk reduction and management.

Core Functions / Responsibilities:

  1. Support the operational, technical and administrative oversight of IOM’s DRR portfolio in Cox’s Bazar in line with the Organization’s policies, standards and operating modalities, as well as donor requirements and in coordination with other relevant units to facilitate DRR mainstreaming.

  2. Monitor expenditures against budgetary limitations to ensure against budget overruns in collaboration with the Resource Management Unit.

  3. Evaluate potential programmatic opportunities and strategic needs and in collaboration with other project managers and the Project Support Unit, contribute to the development of project initiatives, including on agriculture and forest-based alternative livelihoods initiatives, quick-impact projects, host community engagement and social cohesion, natural resource management, environmental awareness-raising and community-based disaster and climate risk reduction and management.

  4. Prepare quality professional inputs for the initiative around Resilience Building, Risk Reduction and the overarching DRM (Disaster Risk Management) with emphasis on Capacity Building of Communities and Institutions; represent IOM in the DRR and Preparedness technical Working Group; identify IOM activities and funding needs for DRR in the framework of the joint response planning (JRP) and the Cox’s Bazar District Development Plan (DDP); participate in other relevant inter-agency and governmental coordination mechanisms and meetings to ensure harmonization of approaches and strategies as they relate to resilience-building, DRR, disaster preparedness and mitigation.

  5. Assist with donor outreach and engagement activities, including working with ISCG and IOM’s sector teams and partners on upcoming funding opportunities relevant to the thematic area, in close coordination with Head - TRD and Programme Support Unit (PSU).

  6. Identify, evaluate and, as appropriate, establish operational partnerships with Inter Sector Coordination Group (ISCG), UN agencies, International Non-Governmental Organisation (INGOs), government institutions and civil society in support of IOM’s programmatic objectives in relation to DRR and Resilience initiatives.

  7. Plan and oversee community outreach and engagement processes; establish criteria and mechanisms for beneficiary selection; ensure adherence with principles of conflict sensitivity and accountability to affected populations across all programme activities, taking into account the needs of both displaced people and host communities; support the scale-up of IOM community feedback mechanisms.

  8. Undertake regular on-site monitoring and field travel to monitor and evaluate programme performance; identify and follow up on measures to remedy problems in implementation and align programming to evolving contexts, risks and opportunities; design, plan and carry out programme impact evaluations, as necessary, and in line with donor requirements.

  9. Facilitate the integration of disaster risk reduction, environmental and climate change issues relevant to IOM’s mandate and programming in the UN Sustainable Development Cooperation (UNSDCF) for Bangladesh.

  10. Stay abreast of emerging issues, priorities and programmatic initiatives on DRR, environment, energy, in the national and international context, as well as in the context of the Rohingya crisis response.

  11. Coordinate closely with the Transition and Recovery Division in IOM HQ and Regional Office for Asia and the Pacific (ROAP); provide, as necessary, data and information in support of IOM’s institutional reporting against its global DRR commitments, and the UN Plan of Action on DRR for Resilience.

  12. As required, supervise the work of staff assigned to related initiatives while ensuring coordination across IOM’s multi-sector approach to local community engagement, and provide recommendations for improving IOM’s Mission capacity around DRR, environment, energy and any other areas relevant to Transition and Recovery.

  13. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Disaster Risk Management, Environmental Engineering, Human Geography, Agricultural Science, Development Studies, Political Science, or a related field from an accredited academic institution with five years of relevant professional experience; or

• University degree in the above fields with seven years of relevant professional experience.

Experience

• Prior experience in programme formulation, management, implementation and evaluation of DRR, environment or other resilience-building programming in crisis and/or post-crisis settings, for example in the areas of energy services, natural resource management, disaster preparedness, environmental impact assessment, stabilization, infrastructure development, livelihoods diversification, early warning and disaster risk assessment;

• Previous experience in managing project staff required;

• Experience in an international level with specialized international agencies (United Nations Agencies, International Organizations, and International Non-Government Organizations) preferred;

• Experience working with national and local governmental authorities and donors, as well as with both local and international partner institutions and civil-society organizations;

• Strong strategic analysis capacity, writing skills and organizational and planning skills;

• Prior experience in implementing conflict-sensitive approaches in programming, including undertaking analyses and monitoring, is desirable;

• Computer literacy, especially database tools;

• Ability to work effectively and harmoniously in a team of colleagues of varied cultural and professional backgrounds;

• Proven ability to produce quality work accurately and concisely according to set deadlines.

Languages

IOM’s official languages are English, French and Spanish.

For this position, fluency in English is required (oral and written). Working knowledge of French and/or Spanish is an advantage.
