Type of Appointment : Special short-term graded, six months with possibility of extension

Context:

Under the overall supervision of the Deputy Chief of Mission (DCoM) and the direct supervision of the Head of Humanitarian Assistance and Operations, the successful candidate will be responsible for the operational and budgetary management and technical supervision of the Shelter/NFI programme of IOM in Bangladesh. She/he will be responsible for the coordination of the frontline response, pipeline and shelter programme management, reporting and monitoring teams in Cox’s Bazar, Bangladesh.

Core Functions / Responsibilities:

  1. Responsible for planning, developing and monitoring the effective implementation of IOM Bangladesh’s Shelter/NFI operations and ensure IOM’s project implementation is in line with the sector policies and strategic.

  2. Responsible for all Shelter/NFI project spending and ensuring that all project activities are aligned to donor commitments and as per the financial regulations of IOM.

  3. Keep updated with policies, strategies related to migration and ensure integrated shelter programming.

  4. Responsible for new project development, as well as ensuring engagement with effected community, local government and other humanitarian and developments actors to define and pilot durable solutions for displaced populations.

  5. Participate and represent IOM in Shelter/NFI sector forums like Operational Working Group, Technical Working Group and Strategic Advisory Group and other ad hoc meetings.

  6. Ensure that all IOM Project proposals are aligned to Shelter/NFI cluster strategy.

  7. Plan, supervise and coordinate implementation of all Shelter/NFI activities (including but not limited to pipeline, frontline and Monitoring and Evaluation (M&E) in Bangladesh in collaboration with relevant IOM units and field staff, to ensure effective and timely implementation in accordance with IOM and cluster standards and guidelines.

  8. Coordinate the overall delivery of the works, taking responsibility for overall process and use of resources and initiating corrective process where necessary.

  9. Ensure quality of deliverables and services in compliance to minimum standards where applicable.

  10. Contribute to the integration crosscutting issue such as gender, environment and Disaster Risk Reduction (DRR) in the programme/project. Ensure these are properly reflected in the IOM Shelter/NFI responses.

  11. Responsible for all Shelter/NFI programme/project reporting and providing regular input to the reporting unit for donor updates, donor reports newsletters, etc. as needed.

  12. Coordinate with Human Resources (HR) Officer on recruitment and training. Supervise programme staff through the different phases of the programme cycle.

  13. Coach, support and oversee the performance of the field staff assigned activities related to Shelter/NFI.

  14. Ensure appropriate coordination with all humanitarian patterns as well as with national authorities and local structure in Bangladesh.

  15. Undertake duty travel as required, for project site review and other duties of concern to the project activities.

  16. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Social Sciences, Disaster Management, International relations, Conflict

Management, Human Rights Law or a related field from an accredited academic institution with

five years of relevant professional experience; or

• University degree in the above fields with seven years of relevant professional experience.

Experience

• Previous experience in international humanitarian responses, and specifically in shelter and

NFI operational and management experience is required;

• Emergency experience and previous project implementation and solid and effective management experience including project monitoring and reporting in IOM are an advantage.

Skills

• Knowledge in IOM shelter and NFI portfolio, policies and coordination architecture is an advantage;

• Solid computer skills including proficiency in Microsoft Office package (office, excel, PowerPoint, outlook) and other commonly used software.

Languages

IOM’s official languages are English, French and Spanish.

For this position, fluency in English is required (oral and written). Working knowledge of any local language, French and/or Spanish is an advantage.

Internationally recruited professional staff are required to be mobile.
