Purpose of Activity/Assignment:
The consultant will support the nutrition sector in the harmonised implementation of the JRP 2020, COVID19 response and following recovery and the main directions of the Localisation of the Humanitarian Response in Bangladesh. The core objectives of the proposed consultancy are the following:
- To improve the quality of relationships;
- To expand participatory decision-making;
- To ensure more transparent funding of the field interventions;
- To support enhancing capacities of the local government and national implementing agencies;
- To coordinate collaborative capacities of the local government, international and national organizations;
- To support the development of different visibilities of the sector’s work, including promoting innovative ideas and practices created by the national and/or international agencies (know-how sharing);
- To harmonise the sector and government policies, standards, guidelines and protocols for disaster and humanitarian preparedness and response.
Tasks and Deliverables:

Facilitate the working meeting with the Camp in Charge and support the nutrition sector team in conducting COVID19 and other meetings, including midterm review exercise for the government field staff in the camps.
- The working meeting materials developed under the technical support of the nutrition sector team and agreed with the RRRC office.
- The RRRC and ISCG communicated for confirming a data and time of the CIC and the nutrition sector meeting.
- The master trainers of the nutrition sector supported in conducting cascade catch-up COVID19 training.
Month 1
The local government is fully engaged in the nutrition sector emergency response, including COVID19 and recovery periods in Cox’s Bazar.
- All reports and information papers are shared with the respective government institutions for better coordination, planning and implementation.
Month 2
Information management products, reports, maps and other documents timely are discussed with the RRRC, Civil Surgeon and other government institutions for joint planning under the general leadership of ISCG.
- Communication, service provision, bottlenecks and other challenges between the sector partners and government representatives in the field (Camp in Charge) are compiled, analysed and presented to the RRRC and other respective government offices in Cox’s Bazar and Dhaka (if needed).
Month 3
Joint local government, donors and the sector missions to the host and Rohingya communities.
- Organize, facilitate and coordinate joint government, donors and the nutrition sector mission to the camps and host communities (at least 4 times during 8 months of the consultancy period).
- Conduct the follow-up missions to observe changes according to the documented mission findings.
Month 4
Emergency Nutrition Information System (ENIS) is scaled up in the respective camps and host communities.
- The ENIS group missions from Dhaka are well received;
- The ENIS scape-up plan is developed in cooperation with the local government.
- Training of the government representatives on ENIS is completed.
Month 5
Capacity-building activities under the nutrition sector are successfully completed.
- The nutrition sector training programme is successfully implemented with the participation of the respective government representation.
- TWG meetings recommendations are compiled and handed over to the local government’s respective units for possible joint implementation and monitoring.
Month 6
Co-facilitation of the nutrition sector coordination and planning meetings.
- Regular (at least once per month) meetings with the civil surgeon office in Cox’s Bazar is established.
Month 7
Travel to Dhaka from CXB:
Travel and DSA to be paid at cost and as per UNICEF policy. During 8 months of consultancy, it is expected to have minimum 3 missions to Dhaka from Cox’s Bazar for visiting the Institute of Public Health and Nutrition and other respective government institutions.
To qualify as an advocate for every child you will have…
- An advanced university degree (Master’s or higher) in nutrition, public health.
- At least 5 years of work experience in the national or local governments of Bangladesh.
- Experience of working for the UN or INGOs is a very strong asset.
- English and Bangla languages fluency; Rohingya dialect is a strong asset.
- Time keeping, result-orientation, self-discipline work style is a strong asset.
- Strong communication, working with people competencies.
- Perfect MS office skills.
- Residency from Cox’s Bazar is a strong asset.
