Purpose of Activity/Assignment:
To improve UNICEF Bangladesh’s understanding of, and response to, the barriers to access faced by children with disabilities in order to ensure their inclusion in UNICEF programming, contributing to these children developing to their fullest potential. The consultant will provide technical expertise on inclusion and accessibility across UNICEF’s programmes.

Report on ongoing work (GoB’s policy and strategies, programme interventions, data collection) in Bangladesh at both national and FOs level including Rohingya camps on people with disability focusing on programming for children with disabilities.

Report on evidence informed sustained and scaled solutions demonstrating improved access and quality of services for children with disabilities in low income countries for both rural and urban context.
Report on evidence informed sustained and scaled solutions is ready for sharing 1.5 months
Inception report with overarching recommendations and drafted based on global, regional and national good practices, analysis of programming for children with disabilities in Bangladesh, and a technical review of existing UNICEF programmes either targeting or mainstreaming children with disabilities and areas of potential improvement.
Inception report is ready for sharing 2 months
Work with programme staff to develop a costed set of practical, actionable evidence informed recommendations for sustained/scaled programming for/with children and young people with disabilities Availability of costed plan 2 months
General orientation on disabilities, nature and dimensions including indicative programming for the frontline staff and stakeholders, if necessary.
Conduction of the orientation sessions on disabilities for the frontline staff and stakeholders

Partnership analysis – Identifying the implementing partners UNICEF should partner with at national and sub-national level to fill in the gap of interventions for sustained/scaled programming for/with children and young people with disabilities.
Completion of partnership analysis and sharing with all concerned

Review UNICEF’s own operation in terms of disability, access/friendliness to the own premises for those who have disabilities. Documentation of good practices and a presentation.
Analysis capturing the result of the review of UNICEF’s own operation

Provide technical advice on programming for sustained/scaled programming for/with children and young people with disabilities and coordinate UNICEF’s work on disabilities.

To qualify as an advocate for every child you will have…
- An advanced University Degree in social sciences, psychology or inclusive education or other relevant area of study is required.
- At least 10 years of professional experience in the area of inclusion, accessibility and/or the promotion of the rights of people with disabilities.
- Technical knowledge in the area of inclusion of people with disabilities, including accessibility is required. Work directly related for/with children with disabilities is preferred.
- At least 2-4 years of experience in analytical report writing, documented in published documents.
- Fluency in English and Bangla is required.
