Bangladesh Operations Manager- national post

Contract length: 6 months contract with the possibility of extension to 12 months and renewal.

Hours: full-time

Location: home-based until deployment becomes possible; then either based in Dhaka with travel to Cox’s Bazar, Bangladesh or based in Cox’s Bazar with travel to Dhaka depending on candidate home address and operational requirements

Travel: limited travel in Bangladesh

The role

We are looking for an energetic Operations Manager, either home based in Dhaka with regular travel to Cox’s Bazar or Based in Cox’s Bazar with regular travel to Dhaka, subject to COVID-related travel restrictions, to support the Country Director with day-to-day activities and work with the whole TWB team to develop new ideas and processes.

The Operations Manager is responsible for overseeing the in-country support functions of the Bangladesh program to ensure effective financial management in addition to developing, planning and coordinating administrative, HR and logistics procedures and systems. They will also be responsible for devising new ways to streamline processes. The Operations Manager will support the wider TWB crisis team as and when necessary.

The Operations Manager is enthusiastic about the importance of increasing access to knowledge through language. The right candidate is an energetic team player and leader who agrees with TWB ́s basic beliefs and values and who can work virtually with team members based throughout the world.

Responsibilities

Financial reporting and budgeting

  • Support the Country Director in developing the country budget and donor budgets
  • Monitor and manage budgets in compliance with TWB and donor requirements and identify any upcoming financial risk for funding shortfalls.
  • Lead the implementation, preparation and monitoring of budget forecast, budgets versus actual spend including providing explanations for material variances and the provision of rolling forecasts for the Bangladesh program
  • Review BGL finance accounts reconciliations and identify issues and changes required in financial reporting for donors/partners.
  • Manage country program internal and external audits in close coordination with TWB Finance and Management.
  • Ensure up to date uploading of information to customer relationship Management (CRM) Software and timely monitoring of instalments with donors in liaison with Finance
  • Prepare monthly purchase orders against TWB approved budgets
  • Manage the short-term cash flow requirements of the program, facilitate cash transfers, top up requests, monitor and report on the effects of exchange rate fluctuations between local and contract currencies
  • Implement and maintain the Bangladesh banking processes, both electronic and check, as well as the relationship with the bank
  • Manage the preparation of monthly financial and payroll reporting for management compliance and audit
  • Implement a finance system in Bangladesh, prepare and ensure reconciliation and quality of information
  • Develop and implement new/improved country financial procedures and processes as agreed with the Finance team and Crisis Response Global Program Manager

Administration & general program support

  • Ensure administrative liaison with other departments within TWB and oversee the administrative and financial practices performed by the administrative and logistic officer
  • Support the Country Director in setting up and maintaining TWB’s presence in Bangladesh including its accounting and legal responsibilities to ensure compliance requirements (tax, VAT/withholding, local employees contracts, etc ) and monitoring any other compliance requirements.
  • Assess project proposals financially, identify accounting and legal requirements for submission, and to support the coordination of networking with the TWB global team in co-developing funding proposals.
  • Oversee the performance monitoring of all ongoing project proposals.
  • Oversee the delivery and monitoring of all program plans agreed with partners and donors.
  • Ensure TWB complies with donor reporting requirements, including overseeing the production of reports and working with the finance team to prepare financial reports.
  • Coordinate the drafting and circulating of regular situation reports for TWB’s internal audience.

Logistics & procurement

  • Oversee and guarantee seamless logistics of travel and visas
  • Support advocacy and communication efforts by planning and managing events, release of reports, publications, media relations and other types of related activities as required.

Human Resources Management

  • Provide general support to the Human Resources Department.
  • Act as the focal point for staff onboarding and separation activities
  • Monitor team members’ outputs and ensure the organisation is a positive place to work in a changing environment

Other responsibilities

  • Any other duties in support of a smooth and efficient programme office

Reporting lines

The post holder will report to the Bangladesh Country Director with matrix management from the Head of Finance & Administration. The Country Administrative and Logistics Officer will report to this postholder.

The role will evolve along with the overall programme as projects and activities develop to reflect the changing language needs of the affected population and humanitarian community in Bangladesh.

Qualifications

  • Experienced finance professional and/or experienced program support managers
  • Previous experience with non-profit organizations, particularly in disaster relief
  • Great communication skills
  • Able to innovate to find creative solutions; willing to explore new technologies
  • Resourceful, able to get more out of small budgets
  • Thorough with attention to detail
  • Able to tackle location challenges in collaboration with the global remote team

Requirements

  • 7+ years in business support functions in management positions, including team management.
  • At least 5 years of proven experience in goal-based / outcome-based planning and budgeting for humanitarian programs, with a strong preference for experience working for international or multinational organisation and experience in Bangladesh
  • Experience working with complex sources of finance (e.g ECHO, DFID, UN, Foundations)
  • Experience with QuickBooks online (or similar software).
  • Degree in Business Administration, Finance, Administration, Accounting or equivalent or MBA or other relevant professional qualifications. A professional Accounting Qualification is also preferred
  • Good financial, accounting and logistics management skills and experience in optimizing the use of resources
  • Detail-oriented, thorough, accurate, able to meet deadlines, and able to work quickly and steadily in a focused manner
  • Knowledge of and experience implementing human resource management frameworks and strategies
  • Demonstrated integrity with strong personal values aligned with our mission
  • Fluency in English and Bangla are required
  • Management that supports each person’s development and ability to make the most of themselves
  • Able to manage multidisciplinary teams including when remote or when it is a functional link.
