Context:

IOM Bangladesh is providing humanitarian assistance and facilitating access to basic services, particularly Health and Water Sanitation and Hygiene (WASH) services to the undocumented Myanmar nationals (UMN) currently residing in the country’s Cox’s Bazar district (bordering Myanmar), numbering anywhere from 200,000 to 500,000 individuals. To ensure that this extremely vulnerable populations basic needs are met, IOM is providing primarily healthcare, water and sanitation assistance in the district, directed at both host community and the UMNs, with a target to scale up activities during 2014-15 to directly reach 200,000 beneficiaries. IOM is also assisting the local administration in Cox’s Bazar in the coordination of the humanitarian assistance to the UMN and host community case load particularly through managing INGO service delivery (Health and WASH), supporting overall coordination of activities to identify need, track service delivery across all sectors, and analyze gaps, and ensure that all stakeholders are adequately briefed on all developments and have access to transparent information on service delivery and project plans. IOM is also tasked with building service delivery capacity of local Non-Governmental Organizations ensuring that local NGOs deliver humanitarian activities in a sustainable manner. Ensuring effective communication between the Government of Bangladesh, the donor community and the IO’s/INGOs over the Government’s National Strategy on the Undocumented Myanmar Nationals is also envisaged.

Under the direct supervision of Senior Programme Manager (SPM) and the overall supervision of the Chief of Mission (COM), Bangladesh in close coordination with the Head of Sub Office

(HSO) and with the technical support of relevant thematic experts based in the Regional Office (RO) for Asia in Bangkok including close coordination with other international staff members responsible for cox’s bazar operations, the successful candidate will be responsible for managing the Protection Unit.

Core Functions / Responsibilities:

  1. Carry out preliminary assessments of protection needs, identify problems/gaps and propose/prioritise timely practical actions to respond to particular protection problems.

  2. Stay abreast of political, social, economic and cultural developments that have an impact on the protection environment and provide advice to senior management.

  3. Manage a consultative process with local government counterparts, partners and persons of concern for effective needs assessment and develop and implement a protection mainstreaming strategy which is grounded in the country level comprehensive protection strategy.

  4. Ensure through direct action and advocacy with senior management that the necessary resources are allocated to address protection and operational gaps.

  5. Support field staff engaged with vulnerable groups to establish functional protection and S/GBV referral systems, and ensure that these systems are operational and monitored regularly.

  6. Maintain protection presence through feedback mechanism, regular field missions and reports, making direct contact with persons of concern, host communities, local authorities and partners.

  7. Monitor and report on the protection, well-being, security and safety situation of persons of concern. Notify and report on human rights violations to senior management making recommendations and taking appropriate action.

  8. Monitor and oversee the integrity of IOM protection mainstreaming and operations management standards, and procedures in the Area of Responsibility (AOR) ensuring respect of deadlines.

  9. Design, deliver and monitor protection and assistance programmes, ensure protection is mainstreamed throughout IOM humanitarian programing on an Age, Gender and Diversity (AGD) basis to address identified needs.

  10. Support communities in establishing representation and coordination structures. Promote confidence building and conflict resolution initiatives among populations of concern, authorities and host communities.

  11. Provide technical guidance and support to IOM and partners on all protection related issues ensuring the areas of Sexual and Gender Based Violence (SGBV) and child protection are thoroughly capacitated and supervised. A Best Interest Determination procedure must be implemented where applicable.

  12. Oversee the management of individual protection cases including those on SGBV and child protection.

  13. Provide advice and guidance on protection issues to internal and external interlocutors; ensure legal assistance is accessible to persons of concern; liaise with competent authorities to ensure the issuance of personal and other relevant documents to persons of concern.

  14. Intervene in cases of refoulement, expulsion, arbitrary deprivation of nationality, and other

protection incidents through close working relations with governments and other partners.

  1. Promote and implement effective systematization and management of data to enhance monitoring, response and evaluation mechanisms.

  2. Provide information on the Guiding Principles on Internal Displacement, the IOM Migration Crisis Operational Framework (MCOF), Protection Mainstreaming and the rights of migrants among national authorities, local and international NGOs, donor representatives and the UN through participation in training, seminars and workshops.

  3. Assess training needs on protection issues and need for capacity building among local authorities, local NGOs, International NGOs, the UN country team and other stakeholders.

  4. Undertake duty travel related to programme assessment, liaison with counterparts including relevant clusters and sectoral partners, problem solving and new programme developments, as required.

  5. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Humanitarian Affairs, Political Science, Law, Human Rights, Development Studies or a related field from an accredited academic institution with five years of relevant professional experience; or

• University degree in the above fields with seven years of relevant professional experience.

Experience

• Experience in humanitarian affairs, emergency preparedness, protection and human rights;

• Experience in developing operational protection systems and policies in camps and other settings with vulnerable groups;

• Experience in Camp Coordination and Camp Management and dealing with large cases of protection in the field;

• Experience in liaising with governmental authorities, other national/international institutions and

NGOs, as well as in the region, is an asset;

• Working experience with an operational UN agency or a major international NGO in the field of protection and assistance of refugees, internally displaced people, and migrants;

• Experience in liaising with governmental and diplomatic authorities, as well as with international institutions.

Languages

Fluency in English is required. Working knowledge of Bangla and/or Burmese is an advantage.
