SUMMARY:
Counterpart International is currently seeking a Chief of Party (COP) for an anticipated 5-year USAID project supporting community and government response respond to violence against women and children (VAWC). The program will enable communities to better respond to VAWC; enhance government responsiveness to support VAWC survivors; increase support services to VAWC survivors; and strengthen advocacy for legislative frameworks to prevent VAWC.
The ideal candidate will have significant experience managing large, complex USAID-funded projects, as well as direct technical experience addressing issues related to VAWC. S/he will serve as Counterpart’s representative to the donor, local and national partners, and other relevant organizations in Bangladesh and will provide vision and technical leadership. S/he will oversee staff management and development and ensure the highest quality of project monitoring, evaluation, reporting, and communications. This is a full-time position based in Dhaka, Bangladesh. This position will report to the Regional Director of Asia Programs. Qualified Bangladesh nationals are encouraged to apply.
DUTIES AND RESPONSIBILITIES:
• Provide overall project leadership, management, quality control, and technical direction, while ensuring compliance with donor requirements and regulations and Counterpart policies and procedures.
• Ensure that all project assistance is technically sound and appropriate.
• Build an integrated vision among diverse project components and stakeholders, with a focus on achieving results.
• Ensure the highest quality of project monitoring, evaluation, reporting, and communications. Build an integrated vision among diverse project components and stakeholders, with a focus on achieving results.
• Provide line management to the field staff, subcontractors, and grantees in accordance with the donor policies, procedures and requirements.
• Provide mentoring and professional development support to project staff, with emphasis on building capacity of national staff.
• Oversee all administrative, contracting, hiring, recruitment, financial, and logistical aspects of the program.
• Coordinate activities between the field office and Counterpart headquarters.
• Identify obstacles and risks related to implementation in a timely manner and suggest appropriate adjustments to the home office and donor.
• Assume financial accountability and ensure successful implementation of the program.
• Ensure compliance with Counterpart and USAID rules and regulations, particularly with respect to financial and grant management.
• Serve as primary liaison to USAID, local and national governmental authorities, local nongovernmental organizations, community organizations, and other donor organizations.
• Participate in specialized content (technical) events such as workshops and roundtables, support knowledge management, and share learning across key networks.
• Coordinate activities between the field office and Counterpart headquarters.
• Leverage networks, program investments, and project successes to seek opportunities for program expansion and promoting Counterpart’s practice areas.

Requirements QUALIFICATIONS:
Required:
• Master’s degree in a relevant field, such as international development, political science, public policy, or gender/women’s studies.
• Minimum of ten (10) years of experience working in advocacy, service delivery, or a similar sector.
• Familiarity with the political, social, economic, and cultural context of working in Bangladesh.
• Experience working with USAID-funded programs, and their reporting mechanisms
• Substantial experience working as a Chief of Party or equivalent leadership position for large and complex governance or rights-based programs in the range of $10M-25M.
• Technical experience or general familiarity in several of the following areas: gender-based violence prevention, child protection, social inclusion, advocacy, support services for survivors of VAWC, and civic engagement.
• A history of managing relationships with stakeholders across government, civil society, and the donor community, at national and sub-national levels.
• Demonstrated experience in strategic planning, training, and teambuilding.
• Strong multicultural, interpersonal, and supervision skills
• Demonstrated ability to give effective presentations and write high quality technical reports.
• Demonstrated record of championing social inclusion across programming.
• Ability to travel within Bangladesh and internationally.
• Professional written and oral fluency in English.
Preferred:
• Experience working in post-conflict environments, preferably in Bangladesh
• Proficiency in Bengali language preferred
