BACKGROUND
UNODC has committed to assist Signatory States of Mekong MOU on Drug Control to address the challenges posed by illicit drug production, trafficking and use.
The Sub-regional Action Plan (SAP) drives the Mekong MOU process. It provides a strategic outline for collaborative efforts of MOU signatories and puts into place action-oriented programmes. Sustainable Alternative Development (AD) is one of the five thematic areas covered by the SAP. In accordance with the AD priorities outlined in the SAP, UNODC will organize a workshop to discuss best practices and principles that guide successful AD programmes in the Greater Mekong Sub region.
In order to better facilitate the information sharing and engage the Signatory States to improve the quality of their inputs, a need for the services of a facilitator with experience in mentoring workshop towards concrete outcomes has a reason.
OBJECTIVE, SCOPE OF WORK, RESPONSIBILITIES AND DESCRIPTION OF THE PROPOSED ANALYTICAL WORK
Objective:
To act as a facilitator for a workshop for Six Mekong MOU Signatory States (Cambodia, China, Lao PDR, Myanmar, Thailand and Viet Nam) that is intended to discuss and share policy and practice on alternative development in the region.
Scope of Work:
Under the direct supervision of UNODC ROSEAP Drug Control Officer, the consultant is required to design and facilitate the workshop. The consultant is expected to deliver innovative approaches to maximize the effectiveness of the workshop.
The duties include:
• Contribute to the overall design of the workshop methodology and agenda with the Innovation Mentor.
• Design the format of individual workshop sessions.
• Ensure that the workshop is conducted in an interactive and participatory style.
• Facilitate concrete action planning, including follow-up activities.
• Produce a brief post-workshop synopsis of the process.
REQUIREMENTS FOR EXPERIENCE AND QUALIFICATIONS
The assignment requires a consultant with the following expertise:
• A minimum of Bachelor’s degree in law, economics, criminology, or social science (international relations, management, public administration, political science or economics, social anthropology, etc.) or in a subject closely related/relevant to programme development/management.
• At least 7 years of relevant work experience in training delivery or event facilitation for the UN and/or other international or regional agencies.
• At least 2 years of hands-on expertise in designing or implementing methods for adult learning or strategic planning.
• At least 2 years of work experience in Southeast Asia region.
• Cultural sensitivity and experience moderating meetings of culturally diverse and international groups.
• Excellent command of English.
DURATION OF ASSIGNMENT, DUTY STATION AND EXPECTED PLACES OF TRAVEL
Contract Duration: A maximum of twelve (12) work days from 15 to 30 November 2016.
Duty Station: Home-based with travel to Luang Prabang, Lao PDR.
Note: The workshop venue is at Luang Prabang, Lao PDR. Pre and post-meeting/ follow up can either take place via E-mail or Skype.
It is understood that the consultant would not hold UNODC responsible for any unforeseen or untoward incident during the duration of the consultancy. It is recommended that the consultant secure his/her own insurance coverage during the conduct of the consultancy.
FINAL PRODUCTS
Outputs:
• Overall workshop design and methodology developed.
• Agenda finalized, including methodology and formats of individual meeting sessions.
• Each session adequately prepared.
• Workshop successfully facilitated in line with the finalized agenda.
• Post-workshop synopsis produced.
PROVISION OF MONITORING AND PROGRESS CONTROLS
The consultant shall work under the overall supervision of UNODC ROSEAP Drug Control Officer.
Indicators to evaluate the incumbent’s performance are:
• Quality of the documents produced;
• Technical competence;
• Timeliness of delivery
