The Program

The goal of BEQUAL is to ensure all girls and boys, especially those experiencing disadvantage, complete a quality basic education to achieve literacy, numeracy and other life skills. The program will address education policy, planning and coordination, increased child participation in and access to basic education, teacher education and improved school infrastructure.

Coffey through BEQUAL is currently seeking applications for the position of Education Materials Production and Distribution Specialist to contribute to program objectives.

The Position

The Education Materials Production and Distribution Specialist will provide an initial four month scoping and planning consultancy to research Laos and regional production capacity for print and non-print learning resources, including text books, teachers’ guides and story book sets and develop a plan for their distribution to all schools in Laos

Key responsibilities include:

· research and complete an assessment of Laos and neighbouring countries’ publishing, printing and production capacities

· investigate current systems and processes and make recommendations about a suitable system to track the distribution of textbooks

· investigate distribution and warehousing capacity within the Ministry of Education and Sports and/or in local commercial enterprises

· Work closely with MoES, RIES and BEQUAL colleagues to develop a plan for appropriate tendering processes for the printing of grade 1-5 textbooks and teacher guides for distribution to all Lao schools

· Also develop a plan for the production and procurement for non-print resources for distribution to all Lao schools

The Person
The ideal candidate will have demonstrated experience in providing technical advice as well as in the practical management of textbook publishing projects, including significant knowledge of printing and production technologies and planning for the procurement and national distribution of teaching and learning materials. Demonstrated understanding of international development agreements including the aid effectiveness agenda is required for success. Excellent skills working in diverse and multilingual contexts and in mentoring colleagues is required and previous experience working in Lao PDR or South East Asia is highly desirable.
