JOB CONTEXT:
Under the direction of Development Action, the Programme Bangladesh has been opened in 1997 with a focus on creating sustainable changes in terms of ensuring rights and inclusion of people with disabilities in society. Currently HI Bangladesh is present in 3 locations: in Sitakunda, Chittagong, in Teknaf, Cox’s Baazar, and in Kurigram. HI promotes an inclusive approach by focusing on access to services for all whenever possible rather than developing specific actions for people with disabilities. HI works not only with people with disabilities but also with their families, their communities, and the society. Since 2007 we have been particularly active in the field of physical rehabilitation, Inclusion and Mainstreaming activities. Over the years, the Programme has gained significant experiences in supporting the disability movement in the country especially by working with Disabled Peoples’ Organizations (DPOs). It has provided significant support to these organizations to become independently capable to actively and efficiently advocate for the rights of people with disabilities especially in the areas of Health, Education and Livelihoods.
HI is currently implementing its 5-year strategy -Country Program Framework CPF-** developed over the period 2016-2020 and based on four main pillars:
· Access to quality education and livelihood services
· Access to health and reduction of preventable impairments
· Disability right promotion
· Disaster risk management
YOUR MISSION:
Based in Dhaka you are under the responsibility of the Asia Desk officer based in Lyon (France). You will work within the framework of the programme strategy which has been finalized in June 2016. As a Program Director, you are overall responsible for the Country Program. Within a team of 77 staff members, you have under your direct management 4 people, a Program Coordinator, a Technical Coordinator, a Support Services Coordinator and a deputy Program Director - Administration and Government Relations, which is primarily dedicated to the management of administrative issues related to requirements of government regulatory authorities
Your main responsibilities:
· Representing HI and promoting all aspects of its mandate in country including influence and advocacy
· Ensure the delivery of quality programming according to the Country program Framework –CPF-
· be responsible for overall team leadership and management
· be responsible for support services system
· Security management
CANDIDATE’S PROFILE:
You have:
· Master Degree in Political Science, Social sciences, Development Studies.
· At least 4 years experience in a similar role, with a similar budget.
· Experience of building, leading and developing a team of senior staff with different backgrounds and expertise
· Experience of supervising the development of project proposals.
· Experience of building personal networks at a senior level, resulting in securing new opportunities for the organisation.
· Experience of management with at least 3 to 4 direct line collaborators (administrative, logistics and project staff).
· Experience in security management
· Excellent written and spoken English
JOB ENVIRONMENT:
Dhaka is a large and densly populated metropolis. In recent years there has been a high increase in the development of shopping malls and restaurant and coffee shop chains. The office and expatriate housing will be located within the diplomatic area, in Gulshan. Public transport options are limited and not accessible for expatriates, so alternative options are provided by Handicap International.
Security is an issue of ongoing concern in the country. The security for expatriates has recently deteriorated with attacks in 2015 and in July 2016 specifically targeting foreigners, putting additional restrictions on expatriate movement. Expatriates are currently only allowed to move by car; walking in the streets is prohibited.
Although Bangladesh remains a family duty station, considering the security restrictions, HI strongly recommend this position NOT to be taken by expatriates with school-age children.
CONDITIONS:
· Starting date: January 2017
· Length of the contract: 12 months – with a possibility of expansion
· Employee status: from 3220€ gross salary/month regarding the experience of the candidate + perdiem + hardship allowance (250€ per month) + medical health coverage, retirement planning, repatriation insurance. Leaves: 25 days paid leaves/year + a special system of R&R is in place with time for rest out of the country: 5 days every 3 months in Bangkok (transportation costs taken in charge by Handicap International).
