Norwegian People’s Aid (NPA) has been involved in humanitarian mine action since 1992 and is one of the leading humanitarian demining organisations worldwide. Together with national authorities and other stakeholders are we working to resolve problems faced by local communities caused by landmines and other explosive remnants of war. Currently NPA has 21 Humanitarian Disarmament (HD) Programmes on-going in the Balkans, Southern Africa, Horn of Africa, Central Asia, South East Asia, Latin America and the Middle East.

NPA seeks an experienced Finance Manager to support our programme in Lao PDR, South East Asia. The position will be based at the main office in Vientiane.The contract period will be 1 year with possibilities for extension.

Duties and responsibilities:

The Finance Manager will be part of the management team in the programme. General responsibilities include accounting and financial management at the programme’s main office in Vientiane, providing support to both the main office and field offices on a general basis. The Finance Manager will report to and advise the Country Director, who has the overall responsibility for finance management in the programme.

Specific duties:

  • Responsible for quality assurance of accounting and financial control as per Norwegian People’s Aid policies, rules and regulations (Financial Handbook)
  • Maintaining the integrity of the balance sheet by ensuring prompt preparation of month end balance sheet reconciliations (TBR)
  • Prepare monthly budget against actual reports for dissemination to Programme Managers on a timely basis for prudent budget follow up
  • Participate in the planning and budgeting process
  • Ensure donor financial reports are prepared as per contractual obligations
  • Facilitate and coordinate internal and external audits in-country and follow up on recommendations
  • Perform regular field visits and ensure adequate internal controls are in place
  • Proactively support and train national staff in accounting and financial management
  • Manage the cash flow and ensure there is adequate cash in-country for activities/operations
  • Ensure adherence to NPA and donor policies, guidelines and procedures in addition to adherence to relevant local Lao PDR legislation
  • Liaise closely on technical and compliance issues with the Regional Finance Advisor and Head Office Financial Controller
  • Ensure proper liquidity planning and transfers to the program
  • Provide support and capacity build to the Admin/HR section in use of Agresso, HR systems (e.g. pay role), archiving etc.
  • In close collaboration with the Logistics Department ensure funds are spent in accordance with the budget

Required qualifications:

Academic degree in accounting and/or financial management and in-depth knowledge and proven track record of similar managerial positions. Furthermore, fluency in written and oral English is required.

Must have:

  • Relevant higher education
  • Technical experience as a successful Finance Manager
  • Experience from being part of a management team
  • International experience/field experience
  • Experience managing multiple grants and contracts with an annual budget of 5+ million USD
  • Experience in managing multiple offices/locations
  • Experience with capacity building of staff
  • Experience from working with partners
  • Written and verbal proficiency in English

Desirable:

  • Working knowledge of the Agresso accounting software
  • Good understanding of ICT-systems and experience with MS Office applications, including Excel
