Liaises With: Outside Concern the Programme Director will liaise with Local and International NGOs, Donors, Government, UN agencies. Internally the Programme Director will liaises with Systems Director, Country Finance Controller and Desk Officer/Regional Director at HQ level.

Job Purpose: The Programme Director is responsible for providing leadership in the development and management of all the programmes of Concern Worldwide in Bangladesh As a member of the Senior Management Team (SMT) s/he will contribute to the management of the Country Programme with specific responsibility for programme inception, design, development, implementation, funding, targeting, quality, efficiency and impact.

RESPONSIBILITIES

Lead the process of new programme development and design including preparation of concept notes and proposals.

• Take the lead role in conceptualizing, designing and development of new programmes and proposals in line with How Concern Understands Extreme Poverty and securing donor funding for the programmes/projects.

• Prepare plans for programme development and work with different programmes teams to deliver highest quality proposal.

• Develop effective linkages with Government, donors, strategic networks and partners to ensure Concern’s programmes are highly relevant to the wider development and humanitarian context.

• Ensure organisational approaches such as equality , risk and vulnerability are addressed and

• Ensure all the programmes are designed and implemented with local partners and partnership principles are uphold across the development and emergency programmes.

Ensure a comprehensive funding strategy in place and meet organisational funding targets to effectively support delivery of emergency and development programmes. Including, but not limited to:

• Researching and analysing donor funding priorities as well as keeping up to date with currently available funding opportunities and develop the funding strategies analysing funding requirements to meet the organisational target for annual budget set in strategic plan.

• Formulation of short, medium and long term funding strategy in consultation with the Senior Management Team and Concern Worldwide headquarter team in Dublin.

• Ensuring submission of high quality proposals to meet the funding target set by the organisation

Establish relationship with donors and UN, share Concern‘s work and explore opportunities of establishing partnership for new programmes.

• Strengthen relationship with existing donors and establish new relationship with bilateral, multilateral donors and UN organisations

• Review donors strategies and funding priorities to explore opportunities, regularly meet them to share Concern’s work and get update on their future plan

• Explore opportunities to form consortium to bid for bigger grants.

Provide strategic guidance to the Programme Managers for effective management of ongoing development and emergency programmes

• Ensure all programmes deliver results as per donors contracts and organisational quality standard

• Coordinate the programme activities across programmes, sectors and approaches; supporting staff and ensuring complementary approaches.

• Ensure organisational and programme M&E system is effective and the annual outcome monitoring system effectively functions to measure the changes in programme indicators

• Undertake monitoring visits to programme areas and provide feedback to programme head and staff and partners

• Ensure programme managers submit high quality donors report and organisational report on time.

• Ensure effective financial management of all a programmes including management of donors grants but not limited to;

• Ensure optimal use of financial, human and material resources within Concern’s work; in a transparent and accountable manner consistent with Concern’s systems and procedures; delivering quality results and demonstrating value for money.

• Preparation of programme budgets collaboratively with programme and finance staff. Track programme expenditure through monthly management and quarterly financial accounts prepared by the finance department.

• Ensure donor grants compliance and high quality donor reports.

Ensure technical support to the programme to improve quality of programme:

• Ensure regular reviews of the programmes to analyse strengths and weakness and provide support for improvement.

• Guide Technical experts, monitoring evaluation team and advocacy team ensure adequate support to ensure high technical standard and quality in the programme

• Ensuring that the Bangladesh programme achieves high standards in terms of design, implementation, monitoring and evaluation through Concern Worldwide’s Project Cycle Management System, Core Humanitarian Standard ( CHS), Programme Quality Guidelines and the PM&E Framework.

Provide support to the development and implementation of Concern Bangladesh strategic plan, analysing needs, involving stakeholders, designing strategies and monitoring and evaluating implementation of plan.

• Work with Country Director and Senior Management Team to develop the organisation’s next Country Strategy Plan through wider consultation and stakeholder engagement

• Conduct Annual review of the plan

• Ensure all new and current programmes are aligned to the approved strategic plan

As a member of the Senior Management Team, provide effective leadership to the organisation. Including, but not limited to:

• Active participation in Senior Management meetings, contributing significantly to decisions on policy and strategic direction.

• Ensuring that the policies and strategies of Concern Worldwide are incorporated in our work as well as proposing, updating and implementing changes to existing policies and strategies within Bangladesh programme.

• Enabling effective learning and sharing in the organisation, supporting regular dialogue between the programme and the learning and sharing teams.

PERSON SPECIFICATION

Education & Qualifications Required:

Masters in social sciences, management, international development or related subjects

Experience Required:

• At least 8 years’ experience in a senior management position within a development organisation/NGO. Experience of working overseas will be an added advantage

• Proven track record in designing new programmes and writing proposals for securing donor funding

• Proven track record of securing funding from different donors

• Clear understanding about different donor’s priorities, proven capacity to engage in funding negotiation with a wide range of bilateral and multilateral donors.

• Experience in strategic management and management including proven experience of overseeing large programmes implemented through partners

• Excellent management/leadership experience and managing a diverse team of senior national and international staff

• Experience in working with very senior level officials of the Government, Donor and UN bolides

• Good conceptual understanding and experience of leading and supporting advocacy work at national level

• Ability to identify and analyse problems and recommend solutions

• Ability to work under pressure often within strict deadlines
