SUMMARY
The Bangladesh Country Project Manager (CPM) will represent the United States Institute of Peace (USIP) in Bangladesh and assist in developing, managing and evaluating in-country program activities on behalf of RESOLVE Network. The objective of USIP's project work in Bangladesh is to support efforts to better understand the nature and causes of conflict in Bangladesh through research and analysis, to use this learning to inform policymaking and programming aimed at preventing, mitigating and/or resolving violent conflict.
The CPM will be based in Dhaka, Bangladesh, and will report to the Director for the RESOLVE Network based in USIP's headquarters in Washington, DC. The Institute serves as the Secretariat for the RESOLVE Network, a global consortium of research organizations and individual researchers focused on generating insights into violent extremism around the world. The RESOLVE Network is part of USIP's Center for Applied Conflict Transformation.
MAJOR DUTIES AND RESPONSIBILITIES
Project Management:
Identify strategic and innovative programming opportunities that are aligned with the overall project objectives; manage and oversee grant based research projects and affiliated grantees; help identify capable and accountable Bangladeshi civil society organizations, individual researchers, and practitioners that would implement RESOLVE Network supported research projects; help lead efforts to effectively monitor and evaluate RESOLVE Network supported projects and document program learning; and facilitate effective communications between Dhaka and RESOLVE Network staff in Washington regarding program activities.
Research Project Support:
Support the RESOLVE Network-led research program by helping to develop research priorities, identifying potential researchers and research institutions, shortlisting proposals, monitoring progress, and reviewing initial drafts.
Representation and Communications:
Serve as the RESOLVE Network and USIP's representative in Bangladesh, which will require liaising with relevant officials of the US embassy, the Government of Bangladesh, other embassies and as well as with a diverse range of civil society organizations, academic institutions, the media, and local community leaders and groups. The CPM will also be responsible for effectively disseminating information about the RESOLVE Network's Bangladesh program activities and research findings through briefings of key stakeholders and participation in and convening of working groups or events.
Partnership Development:
The CPM manages partnerships with US embassy counterparts, including communicating work that is currently being supported, developing ideas for potential programming, and assisting in the drafting of project concept notes and funding proposals.
Grant/Budget Management:
Work closely with USIP's South Asia team to ensure that USIP and donor policies and procedures are adhered to; manage USIP's in-country budget in an effective and accountable manner; and ensure that USIP and donor narrative progress reports are timely and informative.
Operations/Office Management:
Manage USIP's in-country operations, and provide effective managerial, administrative and logistical support for the successful implementation of USIP's portfolio in Bangladesh, including supervising any local support staff that are hired; assisting HQ in the development of appropriate security guidelines for all USIP staff and visitors in Bangladesh; and providing logistical support and advice, including arranging meetings, for USIP visitors to Bangladesh.
QUALIFICATIONS
A Master's degree (PhD preferred) or equivalent experience in social sciences, humanities, international relations or conflict resolution/conflict management;
Minimum four years of experience in at least two of the following areas: contract/grant management, conflict analysis and conflict resolution, democracy and governance, international law, journalism, and/or human rights activities;
Prior experience in country program operations, contract and grants management, and project management in Bangladesh is required;
Experience working with local and international civil society groups and donor organizations is required;
Creativity and strong analytical skills;
Excellent reporting skills;
Demonstrated ability to operate independently in complex and difficult situations;
Ability to manage field staff and field programs;
Excellent oral and written communication skills in English and Bengali, including the ability to deal with counterparts on all political, social, and economic levels.
Compensation is commensurate with qualifications, experience, and national rates. This is a contract position. Bangladeshi citizens are encouraged to apply.
