- Background of the assignment: Since the early 1990s, Cox’s Bazar district of Bangladesh has had an influx of persecuted Muslim minorities from across the border in Myanmar. In Bangladesh they are called Undocumented Myanmar National (UMNs) or Myanmar Refugees. While 236,599 persons were repatriated back to Myanmar from 1992 to 2005 and 926 were resettled in a third country, many more stayed back in Bangladesh, largely in Cox's Bazaar. According to UNHCR and organizations working in the district, two sub-districts (Teknaf and Ukhiya) in Cox's Bazar are still hosting nearly 32,000 officially registered refugees in two official camps and 300,000-500,000 UMNs are living in makeshift cluster settlements or with the host community. The Kutupalong Makeshift Settlement in Ukhiya hosts nearly 40,000 – 45,000 people and Leda Makeshift Settlement in Teknaf hosts approximately 15,000.
IOM, WFP, UNICEF, UNFPA, INGOs and national NGOs are providing humanitarian assistance in the areas inhabited by UMNs. In 2016 Government of Bangladesh (GoB) has conducted a census to document the UMNs in Bangladesh. It is expected that new areas with UMNs’ presence will be identified in the census in Cox’s Bazaar and other districts of Bangladesh. Different UN agencies and INGOs have conducted their own needs assessments and/or survey for various humanitarian and development programs. It was worth noting that WFP and UNHCR have recently completed a Joint Assessment Mission (JAM) to examine the impact and the gaps in the food distribution programme. The wide range of studies and assessments may lead to duplication. Also, there is a lack of understanding of the full gamut of studies and assessments such as – their purpose, coverage, sectors targeted, and methodology used.
To avoid duplication and to have a sound understanding of what has already been conducted in last five years, it is necessary to have detail analysis of who is doing what type of assessments/surveys/studies, where and with whom. IOM held a series of consultations with other stakeholders in Cox's Bazaar and facilitated a formation of Technical Working Group (TWG) on conducting a detail scoping studies which maps out different methodological aspects, outcomes and findings of the researches/studies conducted in Cox’s Bazaar. The study should also suggest a way forward for future assessments/studies/surveys.
- Objectives and Scope: The objective of the scoping study is to analyze and synthesize a wide range of assessments, studies, research and regular monitoring data/information in Cox's Bazaar. The study should suggest the remaining information gap for better beneficiary targeting and program implementation and provide a clear direction for future assessments and studies.
2.1 Specific Objective:
To undertake a multi-sectoral and multi-agency meta-analysis which maps out surveys, assessments, studies and researches took place since January 2011 and/or which are planned/proposed by December 2017.
Analyse GoB surveys, census and other studies.
To analyse the methodologies adopted in each studies/assessments/surveys and provide a common thread.
Analyse/syntheses outcomes/findings of different surveys/assessments/studies.
To chalk out a clear road map for future assessments and surveys.
To achieve greater methodological harmony in future studies
Scope: The scoping study will cover studies conducted on following sectors, target population and geographic units:

Duties, Responsibilities, and Deliverables: The team of two researchers is required to: • Review and assess all the studies/researches/surveys which will fall under the category mention in section 2.2 • Conduct a detailed mapping exercise of who is doing what type of assessments/surveys/studies, where and with whom. • Conduct a detailed analysis of methodologies used in different studies which can feed into the 3Ws mapping exercise. • Provide recommendations for how researches that were methodologically sound can be expanded in scope and scale. • Suggest an analytical framework, to combine findings/datasets for specific geographic and/or thematic areas • Undertake a detail information and data gap analysis which can help in future research/survey planning. • Provide a clear roadmap for future studies/assessments/researches.
Study Location: The study location will be Dhaka and Cox’s Bazaar.
Duration of the assignment: 45 Working days from March 2017 to May 2017.
Required Skills and Experience
- Master’s degree or an advanced degree in Economics, Statistics, development studies and/or other relevant disciplines. PhD in relevant field will be an asset.
- Minimum 10 years of experience working in research, meta-analysis and statistical modelling.
- Demonstrated experience and/or publication of high-level papers based on quantitative and qualitative data and information management.
- Sound knowledge and understanding of demography of Bangladesh in general and Cox’s Bazaar in particular.
- Demonstrated experience in working with data quality, application of HRBA approach to data and proven experience in data synthesis.
- Previous working experience with UN agencies on data related issues
- Ability to work independently and with minimal supervision.
- Availability of the team/organization to complete the work in stipulated time.
- Excellent proven written and spoken English, report writing and presentation skills.
- Excellent communication and interview skills;

A team of at least two researchers or research organization should apply for the assignment.
The team/organisation should submit a cover letter explaining why the team/organization is the most suitable for the assignment within specified time.
The team/organization should submit the technical proposal including a detail work plan outlining tasks, deliverables, methodology and detail CVs of the researchers’ with similar assignment undertaken in last 10 years (referencing with internet link with final output).
A detail financial proposal which includes – fee, travel cost, DSA and other relevant expenses, should be submitted along with the technical proposal.
Finalization of Applicant:
The Technical Working Group (TWG) formed to oversee the scoping studies will further scrutinize and review all proposals. The shortlisted proposals will be called for an interview. Financial selection will be made on the basis of technical proposal and expectation of Technical Working Group.
