Systems Director, Bangladesh (VG/SD/B)

About the role: This is a three year role based in Dhaka with a national annual salary range between BDT 3,064,698 to BDT 3,877,822. Concern Bangladesh also provides Gratuity, Provident Fund, and Health & Life Insurance with other benefits as per HR manual. You will report to the Country Director and will line manage Human Resources, Administration, Logistics, Transport, ICT and Security Focal Points, and work closely with the Program Director, Country Finance Controller, Heads of Programmes and Internal Audit Manager.

We would like you to start in March 2017

Your purpose: You will be a member of Concern Bangladesh Senior Management Team and will contribute to the implementation of the Country Strategic Plan. You will take specific responsibility for coordinating and managing the support systems (Human Resources, Administration, Logistics and ICT) by ensuring they are effectively and efficiently delivered to enable programmatic objectives to be achieved. You will also have operational responsibility for security management as the focal point and will represent Concern in relevant external forums.

You will be responsible for: Senior Management:
• Participate in the management of the country programme’s strategic issues through involvement in decision making in the SMT. • Participate in the implementation of Concern Bangladesh Country Strategic Plan (CSP) and other strategic frameworks, etc. in collaboration with all relevant staff and third parties as necessary. • Support the Programme Director and Country Director in the analysis of potential new programme areas, including ensuring comprehensive analyses of logistical and security issues and appropriate mitigating measures to address them. • Produce strategic analysis and plans for all systems support areas to strengthen the control environment while delivering fast, effective and efficient support to the programmes. • Take a lead role in ensuring that Concern Bangladesh adhere to international minimum standards of accountability and quality, through the application of relevant standards and internal documents relating to policies and procedures, most notably the P4 and Code of Conduct and CRM.

Security Management and Representation: • With the change in the security risk level after the July 2016 terror attack in Dhaka, the Systems Director will be expected to provide specific security guidance, training and take measures to ensure the safety and security of Concern staff and assets keeping in view the local context.
• In conjunction with the Country Director, take overall responsibility for the security of Concern Bangladesh employees, premises and equipment. • Act as Security Focal Point for Concern Bangladesh and liaise with Security Focal Group (SFG) the UNDSS, and other NGO security personnel, etc. • Support Security Focal Groups, ensure they have the knowledge and information to operate successfully, and ensure that all security incidents are reported on time. • Coordinate the review, updating and implementation of the Concern Bangladesh Security Management Plan. • Monitor implementation of security operational plans and strategies and ensure all new staff receives thorough security briefings. • Monitor the county context, develop and submit security sitreps as necessary. • With the CD, contribute to national-level NGO / UN coordination efforts to facilitate effective humanitarian intervention in the country, and if necessary, represent Concern at relevant government, donor, UN or inter agency meetings.

Management of Systems/ Support Functions: Human Resources • Ensure all existing and new HR Policies are devised, implemented and reviewed in line with those issued by HQ and Bangladesh Labour Law. • Advise the SMT on strategic HR issues and risks, taking the lead on key HR initiatives. • Ensure that HR procedures, including recruitment and performance management, are complied with by all staff and that managers receive the training and support they need to manage their teams appropriately. • Provide support and supervision to teams regarding the use of complaints mechanisms and grievance and disciplinary procedures. • Uphold scrupulously organisational values and comply with the Programme Participant Protection Policy and Concern Code of Conduct, including the Anti-Fraud and whistleblowing policy, and the antiterrorism policy. • Lead any salary and benefit review processes and manage the Health & Life Insurance provision for National Staff. • Develop a training and development strategy; work with HR Officer on the annual staff training plan, ensuring the inclusion of training needs identified in PDRs and other training and learning opportunities. • In collaboration with the Programmes Director, ensure the effective implementation of HR related CRM commitments. • To lead the change management process within the organisation based on the changes in Country strategic plan and organisational requirements.
• Review the changes required in organizational structure and positions; system and processes; current and human resources needs and prepare recommendations for the changes in respective areas based on solid analysis with recommendations and Implement the changes in a prudent manner without affecting the organizational ability to deliver its current commitments. • Ensuring transparent and professional organisational Human Resources support which demonstrates equality, caring attitudes, fairness and integrity, creating a fair and efficient workplace, and open environment where staff feel safe, valued and respected. • Ensuring adequate resources are available and are utilised for effective recruitment, development and retention strategies, including training and performance management enabling all staff to reach their full potential within the organization

Administration • Oversee the maintenance and running of Concern’s premises (offices, stores and residences) ensuring that adequate supplies, staffing and support systems are in place. • Ensure the leases for all premises are pro-actively managed and monitored. • Take the lead on managing legal risks, ensuring compliance with relevant Bangladesh law in all contractual and taxation matters, liaising with the Concern legal advisor on all legal matters to ensure legal actions or court cases are dealt with promptly and efficiently. • Ensure that all issues related to taxes and government authorisations (legal registration, etc.) are managed proactively • Ensure compliance with relevant Bangladesh legal framework in all contractual, financial, labour and taxation matters. • Ensure that clear procedures for national and international travel arrangements, including visas and work permits for international staff are in place and are understood and complied with by all staff.

ICT Systems Support & Communications • Ensure Concern’s IT policy and procedures are in place and adhered to. • Through the ICT Manager, ensure provision of effective support enabling the smooth operation of ICT systems, and ensure that communication needs of all staff are met on a timely basis. • Develop staff capacity to operate and manage IT systems.
• Manage and follow up of internet contracts and payments.

Logistics • Ensure that logistics systems including procurement (local and international), transportation, warehouse storage, control of and reporting on the use of supplies are carried out in a transparent and accountable manner in line with the organisational policies, accordance with Concern and Donor procedures and policies, ensuring value for money for the organisation and compliance with donor requirements. • Support the team in rolling out the Logistics Manual, including training and follow-on support to all departments ensuring programme management are compliant with organisational procedure and hence donor regulations . • Supervise fleet management, including monitoring of transport reports and vehicles maintenance plans. • Act as main liaison for international procurement with logistics in HQ, monitor and ensure follow up on process in efficient and timely manner.

Financial Management: • Ensure that annual support cost budgets (and budget revisions) are complete, realistic and comply with relevant Concern and donor requirements • Support the programme team in the preparation of proposals, ensuring in particular that proposal budgets include complete and realistic support costs. • Work with the Country Finance Controller and programme budget holders to ensure management of relevant support department costs in programme budgets and expenditure. • In conjunction with the Country Director and Country Finance Controller, set, manage and monitor the Systems annual budgets for Administration and Transport.

People management : • Manage Systems Department staff, contributing to their capacity building and career development through technical support and on-the-job training and coaching, including in particular a thorough induction at the start of their contract. • Ensure that all department positions have accurate job descriptions and that each member of the team fully understands outcomes which are expected of them, by setting SMART objectives, and that they are aware of the success criteria relating to their work. • Monitor and review performance of r Systems Department staff and hold staff accountable for meeting their success criteria; give corrective feedback where required and take decisive action in the case of poor performance.

Others: • Take active measures to address equality issues, particularly relating to gender in operational (e.g. HR) activities. • Actively participate in any emergency response if necessary. • Undertake other related duties as may reasonably be assigned by the Country Director.

Your skills and experience will include : • Master’s degree in a relevant subject (e.g. Business Administration, Public Administration, Human Resources or relevant discipline) • At least 12 years of professional work experience of which at least 5 years in a senior management position within an international development organisation/NGO in a similar role. • Excellent knowledge and proven experience of managing Administration, Logistics, Human Resources, IT systems with the NGO sector. • Excellent knowledge and proven experience of managing organisational risks including financial and security risks • Experience of working in partnership with local and International NGOs and with consortium. • Experience of managing a large team of senior staff including international staff. • Excellent spoken and writing skills in English. • Overseas working experience in a similar role will be an added advantage
