Save the Children (www.savethechildren.org) is recruiting a Monitoring, Evaluation, and Learning (MEAL) Manager for a five year USAID-funded project in Bangladesh.
The program will improve nutrition outcomes for children under five, pregnant and lactating women and adolescent girls in the south west region of Bangladesh. This will be achieved through increased consumption of nutritious, diverse, and safe diets by rural households, increased social and economic empowerment of women and girls, and improved access to and adoption of improved water, sanitation, and hygiene practices.
The MEAL Manager will work as part of an interdisciplinary team, reporting to the Chief of party. She/he will be based in Dhaka and will be responsible for obtaining, analyzing, organizing, and interpreting project data. S/he will work with host country counterparts in developing, strengthening, and implementing monitoring systems to track project progress and impact. S/he will monitor and assess project implementation progress as required and provide feedback to colleagues and partners to improve project activities and ensure long-term results for the program.
The MEAL Manager will also develop and maintain systems to collect and analyze information on inputs, outputs, outcomes and impact of the program. S/he will design and lead the implementation of the project's M&E strategies, requirements and country level activities. In addition, the Manager will work directly with the technical staff and provide oversight of the project’s learning and knowledge management functions. S/he will manage and build capacity of the M&E and KM staff to develop appropriate indicators and select the monitoring and measurement tools for learning and documentation for the project implementation, program monitoring and rollout. This is a leadership role and will serve as a key member of the project team in Bangladesh.
Required Background, Experience, and Skills
- Master’s Degree in statistics, demographics, public policy, international development, public health or a related field.
- Minimum of 7 years of relevant field experience in managing and evaluating M&E and Learning activities of a similar size and scope.
- Strong working knowledge of the Bangladesh health and nutrition system; experience in strengthening the capacity of local partners in collection, analysis, reporting and use of data required.
- Demonstrated ability and skills in analysis and report writing is essential.
- Experience in performance measurement, including indicator selection, target setting, reporting, database management, and developing monitoring and evaluation and performance monitoring plans.
- Demonstrated knowledge and experience with major evaluation methodologies and data collection and analysis processes; experience developing and refining data collection tools, and also experience supporting operations and implementation research agendas to improve and inform the evidence base and best practices.
- Able to work within a tight timeframe, managing MEAL team members and meeting deadlines and deliverables to partners and donors with flexibility to travel as needed.
- Excellent interpersonal and leadership skills and experience in managing teams.
- Experience relevant to integration of gender, youth, and private sector engagement desired.
- Excellent writing and oral communication skills in English essential.
