The British Red Cross (BRC)-supported Vulnerability to Resilence (V2R) project originated in 27 coastal communities in Partuakhali and Barguna districts in South-West Bangladesh, between March 2012 and April 2016.
Building upon the successful implementation and outcomes of the project, the BRC has received keen donor interest to fund further projects. As such, the V2R approach and model has since been extended to new communities within these districts and a neighbouring district.
The model and approach is also being replicated in the urban context of Barishal (also in South-West Bangladesh), and the flood-prone district of Kurigram in North-West Bangladesh.
The V2R project is implemented by the Bangladesh Red Crescent Society (BDRCS), with financial and technical support from (i) BRC in Kurigram, and (ii) a BRC-led Consortium in Barisal, who also involves the Australian Red Cross and Swedish Red Cross.
At the community level, Community Disaster Management Communities (CDMCs) have been formed and act as the community focal point for all activities, implementing activities through community contracting, information sharing and feedback, community monitoring and reporting.
V2R Kurigram: The V2R Kurigram project originated from the 2014-15 flood recovery project, implemented by BDRCS, supported by BRC. Once this project was completed, the local unit requested BDRCS headquarters to implement DRR activities to enhance resilience to future floods. As such, the project commenced with a DRR component in April 2015, following the V2R model. Shortly after, BRC’s UK office approached BRC Bangladesh for inclusion in a UK aid match funded WASH project, additionally covering Kenya. The UK aid match proposal was successful in being funded, and the WASH component commenced in October 2015, also following the V2R model.
The £2,094,916 Vulnerability to Resilience (V2R) Kurigram project works with 95,072 people / 21,906 households living in Kurigram district.
Urban V2R Barishal: During the Urban Learning Forum in Kathmandu in 2014, the BDRCS expressed interest in the urban context, and committed to continue learning and adapting good practices under V2R. As such, BDRCS and BRC agreed to continue rolling out the V2R model and approach and adapting it to the urban context.
The £1,000,000 Urban V2R Barisal project timeframe runs from October 2015 to September 2018, and works with 25,000 people living in ten slums in Barisal City Corporation.
Mid-term reviews:
Both of these projects require a mid-term review within a similar timeframe.
As such, for efficiency and value for money purposes, and in order to maximise the sharing of learning across the two V2R projects, we are seeking to recruit a single consultant/consultancy team to undertake both mid-term reviews.
However, we would suggest that the Urban V2R Barishal MTR includes an additional team member with expertise in the urban context (if this expertise does not exist within the proposed team) and BRC is happy to suggest individuals that the consultant(s) could team up with in this regard.
