Purpose of the post:
Planning and Monitoring Officer is accountable for the accomplishment of the stated key end-results by providing professional expertise and assistance in data management, bottom-up-planning, preparation of reports, communication and partnership and in implementing programmes to develop capacity of national and sub national level on planning and monitoring.
KEY ACCOUNTABILITIES and DUTIES & TASKS:
Within the delegated authority and under the given organizational set-up, the incumbent may be assigned the primarily, shared, or contributory accountabilities for all or part of the following areas of major duties and key end-results.
Provide technical support to ensure that the Field Office and sub-national partners have timely and accurate measurement of change in conditions in the division, including monitoring of socio-economic trends and the country's wider policy, economic or institutional context, to facilitate planning and to draw conclusions about the impact of programmes or policies.
Support sectoral officers when developing bottom-up district and divisional plans ensuring quality control, standardization and convergence. Support CFO for coordinating and monitoring emergent cross-sectoral issues. Coordination annual report and annual review meetings in support of CFO.
Provide technical support to ensure that the Field Office has quality information to assess progress towards expected results established in annual work plans.
Provide technical support to ensure that the Planning and monitoring capacities of Field Office staff and Sub-national partners – government and civil society – are strengthened enabling them to increasingly engage in and lead bottom-up-planning and monitoring.
Minimum Requirements:
Education: University degree in social sciences, development planning, planning, evaluation, survey implementation, advanced statistical research.
Work Experience: Professional work experience in programme development and implementation including monitoring and evaluation activities as follows:
Language Proficiency: Fluency in English and Bangla written and verbal. Additional language(s) is an asset.
