Background of the assignment:
International Organization for Migration (IOM) is working with the Ministry of Expatriates Welfare and Overseas Employment (MoEW&OE) and the Bureau of Manpower, Employment and Training (BMET) to enhance the employability of Bangladeshi migrant workers, through market driven skills training, in line with the National Skills Development Policy (NSDP) 2011. In line with the policy IOM is seeking to facilitate the government of Bangladesh (GOB) to build an effective system of skills development and qualification recognition for overseas employment. Hence, in close cooperation with the MoEWOE & BMET, IOM will promote the adoption of a National Action Plan to implement the migration specific components of NSDP 2011. By following the structure of the NSDP 2011, which forms the basis of an inter-ministerial National Action Plan for Enhanced Skills Development and Qualification Recognition of Labour Migrants, IOM will assist the BMET in setting in place an effective skills training framework for labor migrants. As part of this exercise IOM will support the Government of Bangladesh to promote the implementation of specific recommendations under the action plan in line Sustainable Development Goal’s (SDG) and GoB’s 7th five year plan.
Considering the initiative taken by National Skills Development Council (NSDC) to design 2nd phase Action Plan for Implementation of National Skills Development Policy 2011, a migration specific action plan for skills development is a very timely requirement. A detailed national Action Plan that can contribute to the overall framework and steer the activities around the skills development of migrant workers in particular will allow the ministry and BMET to plan and execute activities in a more effective and coordinated manner with other key stakeholders in skills development.
Objectives
In this context, IOM is looking for a consultant to develop a National Action Plan on Enhanced Skills and Qualifications Recognition jointly adopted by the Ministry of Expatriates and BMET to ensure it is well in line with various stakeholder requirements and provides sufficient detail to work as an implementation roadmap for the coming years.
It is expected that the National Action Plan will support the Government of Bangladesh, primarily MoEWOE and BMET in their effort to make the fundamental decisions and actions regarding:
What the Ministry and its subordinate bodies (BMET, District Employment & Manpower Offices (DEMO)s and Technical Training Centers (TTCs)) will do to promote skills development and qualification recognition of migrant workers
How the TTCs will design and conduct skills development program of potential migrant workers considering the market demand and standards of receiving countries in line with NSDP 2011
How the DEMOs will promote and communicate the advantages of skills training and certification to the potential migrant workers
How resources can be mobilized towards the required activities
How BMET and TTCs will coordinate and collaborate with NSDC, BTEB and relevant stakeholders of skills development to deliver skills development activities and forecast future demands
Development of Innovative project ideas in line with the existing policy:

To be effective, the national action plan should be easy to understand by all stakeholders, especially the government employees responsible for the implementation and is required to have high orientation towards result delivery. The consultant will have to work particularly closely with BMET to ensure their needs are accurately reflected in the national action plan to facilitate their ability to run the skills development initiatives in a more coordinated way.

Deliverables:
The Expert will ensure the following deliverables:
1 Detailed work plan prior to the start of the process
2 An adopted National Action Plan endorsed by the Ministry and other relevant stakeholders.
Timeline:
The expert’s services will be required over one month from the date of the signing of the Contract by the IOM and the expert and it is estimated that the overall work concerning all outputs would take around 22 full working days.

Required expertise:
The assignment is required to produce outputs under the oversight of the Ministry of Expatriates’ Welfare and Overseas Employment and will need expertise in:
1 Stakeholder input-seeking and consensus building,
2 Monitoring and evaluation framework formulation,
3 TVET, skills development, qualification recognition and labour migration as well as the SDGs,
4 Strategy formulation for execution to translate policy directives into operational planning and action items,
5 Strategy development and action plan preparation Understanding about the key stakeholders in the Skills Development Framework.
