Chemonics seeks a monitoring, evaluation, research, and learning (MERL) director for USAID's multiyear Advancing Universal Health Coverage in Bangladesh project to assist the government of Bangladesh with expanding access to safe, affordable, and high-quality health services while increasing financial protection, particularly for the poor. This initiative is part of Bangladesh’s National Health Care Financing Strategy (2012-2032), under which universal health coverage is a priority. The MERL director will finalize and oversee the implementation of the MERL plan and design and populate the project’s MERL system. They will work with technical staff to oversee the design, development, testing, and evaluation of tools for data collection and analysis as well as knowledge management and dissemination. The individual in this position will train staff and partners on MERL system operations, collection methods, and tools. They will create indicators, perform data analyses, conduct research, and develop reports and project communications products. The MERL director will also plan for and supervise intermittent performance evaluations, collect and disseminate lessons, and share successes during project implementation. Responsibilities include:
- Oversee all MERL activities associated with the activity
- Identify and develop strong evidence to demonstrate the activity’s results and achievements
- Lead the design and implementation of the activity's MERL framework to track all technical activities against targets, outcomes, and impacts for each objective
- Provide strategic oversight of the learning agenda and activity communication efforts
Qualifications:
- An advanced degree in public health, statistics, monitoring and evaluation, research, or another relevant field
- A minimum of ten years of comprehensive social science research, including experience designing and implementing research studies, ranging from small pilot studies to large-scale surveys
- A minimum of five years experience as a principal investigator on multiple, concurrent studies
- A deep understanding of how to design and implement monitoring and evaluation systems for complex donor-funded activities of similar size and scope
- Demonstrated experience tracking performance against program objectives, reporting on outcomes, and analyzing data to contribute to continual adaptive management of implementation
- A solid understanding of the Bangladeshi Health Management Information System, and previous experience reporting to USAID
- Demonstrated leadership, versatility, and integrity
- Experience working in South Asia preferred
