PURPOSE:**

Under the direct supervision of the Chief of Nutrition, the Nutrition Officer is responsible for managing the National Nutrition Cluster together with Government partner IPHN (Institute of Public Health Nutrition).

Through Nutrition Cluster Coordination, the Nutrition Officer supports and facilitates emergency nutrition preparedness to ensure a coherent and effective emergency nutrition response, by mobilizing Nutrition Cluster partners. In addition, the Nutrition Officer provides technical, operational and administrative assistance to UNICEF maternal, infant and child nutrition programmes within the Country Program in relation to SAM management, supply planning, disability and climate change.

MAJOR TASKS AND RESPONSIBILITIES:

  1. Lead and manage humanitarian coordination mechanisms
  2. Ensure appropriate humanitarian coordination and capacity mapping of all current and potential actors – government, national and international humanitarian organizations as well as national institutions
  3. Develop/update preparedness and contingency plans, response strategies and action plans for the cluster and ensuring that these are adequately reflected in the overall country strategies
  4. Ensure regular cluster reporting against the IASC core functions and indicators
  5. Ensure effective links with other clusters, especially Food Security, WASH and Child Protection
  6. Identify core advocacy concerns and contribute key messages to broader advocacy initiatives of the Humanitarian Coordinators, donors and other actors
  7. Technical and operational support to program/project development and implementation
  8. Participate in discussions with national partners/clients/stakeholders to promote nutrition and development issues especially in the areas of I) emergency preparedness and response and II) maternal, newborn and child survival and development.
  9. Participate in emergency task force program discussions on the planning of nutrition programs/projects. Formulate, design and/or coordinate the nutrition programs/projects proposals
  10. Provide technical and operational support throughout all stages of programming processes and to ensure integration, coherence and harmonization of programs/projects with other UNICEF sectors and achievement of results as planned and allocated.
  11. Program management, monitoring and delivery of results
  12. Actively monitor programs/projects through field visits, surveys and/or exchange of information with partners/stakeholders to assess progress, identify bottlenecks and potential problems and take timely decisions to resolve issues and/or refer to relevant officials for timely resolution.
  13. Prepare regular/mandated program/project reports for management, donors and partners to keep them informed of program progress.

MINIMUM QUALIFICATIONS AND COMPETENCIES

Education

Advanced university degree in relevant discipline such as nutrition, public health, or other health related science field is required.

First university degree with additional two-years of relevant work experience is acceptable in lieu of an advanced university degree.

Work Experience

A minimum of 5 years of professional experience in public health, nutrition planning and management and/or in relevant areas of maternal, newborn and child nutrition health care. Knowledge of cluster coordination approach guidelines and terms of reference (and knowledge of how to apply them). International and developing country work experience including emergency setting. Knowledge of UNICEF programming an advantage.

Language Proficiency

Fluency in English is required. Knowledge of another official UN language or a local language is an asset.
