JOB CONTEXT :

Handicap International (HI) has been working in Bangladesh since 1997, with a focus on creating sustainable changes in terms of ensuring rights and inclusion of people with disabilities in society. Currently HI Bangladesh has 3 sites: in Sitakunda, Chittagong, in Kurigram, and in Teknaf, Cox’s Baazar. HI has been working in Cox’s bazaar since 2007 and is now implementing projects in the refugee camps, the makeshift camps and the host communities.

HI develops 3 thematics through its projects implemented on the programme:

· Child development: the project is using “play” as key driver to learn and develop safely children’s potential while having fun. In the meantime, it empowers families and children facing disability to be more responsive of their specific needs.

· Support to refugees in a chronic emergency setting: HI as the main resource on disability on the Rohingya situation, building expertise of other agencies on disability and forming a model for mainstreaming in other thematic areas.

· Child protection: The project proposes a holistic approach to protection in the makeshifts refugee camps, in local communities in Ukhya and Teknaf sub-districts of Cox’s Bazaar district.

YOUR MISSION:

As Field Coordinator, you work under the line management of the Country Director and in close collaboration with the Operational Coordinator, and functional links with the Deputy Country Director, Deputy Operational Coordinator, Technical Unit Coordinator, and the Support Services Coordinator. You will directly line manage and train the national Deputy Field Coordinator, in line with the objective of nationalising the Field Coordinator position within 1-2 years.

The Field Coordinator’s mandate ensures the quality and supports the general development, management, guidance, coordination, and supervision of the existing projects implemented in Cox’s Bazar District. In addition, the Field Coordinator will be responsible for representation of HI in inter-agency, inter-sectoral, partners, and local government meetings.

You work within the framework of the five year programme strategy developed in July 2016 and you are responsible for taking the lead on all new programme development opportunities for the Cox’s Bazar region.

Your main missions are:

1/ Supervision on project implementation and project management, ensuring the technical quality of the activities

2/ Contribute to project development

3/ Networking, representation and partnership coordination

4/ Internal communication and coordination

5/ Security management in the district of Cox’s Bazar

YOUR PROFILE :

· You hold a degree in Social Sciences, Development Studies, International Relations or Gender/Disability development

· You have at least 3-4 years of program management experience in the post-crises or humanitarian settings, preferably working with refugees or internally displaced populations.

· You have demonstrated experience in the field of general protection, child protection, GBV prevention and response, preferably in complex humanitarian settings s experience in project management, especially in the field of psychosocial and/or child protection / SGBV.

· You have experience on project quality assurance, impact assessment and knowledge management systems

· You show programming and strategic development skills, as well as strong experience in donor proposal and report writing/submission

· You master basic financial procedures

· You are in capacity to manage, lead, and build the capacity of a multi-disciplinary team in a volatile socio-political and security context

· You have excellent English communication skills (written and spoken)

CHARACTERISTICS OF THE POSITION:

Since January 2014 Bangladesh has had a democratically elected government, where the major opposition party did not participate in these elections. Therefore security is an issue of ongoing concern in the country. Cox’s bazar is a touristic location for locals.

CONDITIONS:

· Startingdate : ASAP

· Lengthof thecontract: 1 year**

· Employeestatus, according to experience :

  • Salary from 2750€ (gross) / month regarding the experience of the candidate

  • Perdiem : 585 € (net)

  • Hardship allowance : 250 € (net)

  • Insurances : medical health coverage, retirement planning, repatriation

  • Paid holiday : 25 days per year

  • R&R : Level 2 : 5 days every 3 months

  • Status : unaccompanied (possibility of family posting can be discussed but family will be based in Dhaka)

  • Housing : individual taken in charge by Handicap International "
