EIDHR Project Final Evaluation

Réf: FRC/EIDHR2017/77

The FRC is looking for a Consultant / Team of Consultants in the framework of the project « Strengthening the role and capacity of Lao civil society organisations in promoting access to essential healthcare services for key populations and people living with HIV”, in partnership with the Lao Red Cross and funded by the European Instrument for Democracy and Human Rights (EIDHR) and the French Red Cross.

Objective of the assignment: Final evaluation of the project performances and implementation process.

Time dedicated to the mission: 5 weeks, between 4th September 2017 and 09th October 2017 (part-time according to agreed work plan).

The Consultant / Team of Consultants will be responsible for:

1. Assessing the project performances;

2. Assess the project implementation process;

How to apply:

Candidates will constitute a folder including the following (in English language): The profile of the consultant/team: CV including detailed description of educational
background and professional experiences.
A technical & financial proposal: description of proposed methodology and work plan
no more than 7 pages (Arial 11). Proposals will include the number of days worked,
the consultant daily fees, costs of field work / travels, costs of consultation meetings
organisation (stationaries and other small items), etc. to be formulated in EUROS,
including all taxes, for a budget around 7,000 EUROS (seven thousand euros)

Note:

 Transportation costs within Vientiane Capital, Champasak, and Houaphan Provinces
will be covered by the consultant.
 1 A/R plane or bus tickets to go to Champasak (1 time) and Houaphan (1 time)
Provinces will be purchased by FRC;
 The consultant will be able to use FRC office regularly where a working space with
internet will be provided. Limited printing facilities will be provided by FRC.
 The consultant should have his/her own laptop computer.
 The translation of reports/training materials and any other written material will be
managed by the consultant.
 All admin/logistic costs for participants linked to interviews (per-diem, room rental,
coffee breaks, transportation, and accommodation costs) will be borne by FRC – NOT
FOR THE CONSULTANT(S).
