Purpose of the Assignment
Key purpose of the assignment is to provide technical support in developing, implementing and monitoring a system strengthening package focusing on advocacy, community engagement and capacity building activities both at sub-national and national level planning, implementation, budgeting and monitoring of processes and systems. The specific tasks of this consultancy are:

Facilitate and conduct at least eight meetings with the MOLGRD, DCs, DD-LGs, and UNOs and some select UP/UZ Chairperson in national and sub-national level to get feedback on the proposed approaches/activities to strengthening local system for community participation and SBCC.
A report with recommendations on approaches/modalities to strengthening local system for community participation and SBCC

Finalize the plans for strengthening local systems for community participation and SBCC (C4D System Strengthening Plan) based on the feedback on the proposed approaches/activities.
Final Implementation Plan for strengthening local systems for community participation and SBCC (C4D System Strengthening Plan)

Provide input finalizing JDs for the Union, Upazila and District Coordinators based on the feedback from the MOLGRD in national level and from the C4D officers at sub-national level
A set of final JDs for the Coordinators

Review and adapt or develop curriculum/module on IPC for the frontline workers addressing the feedback on the proposed approaches/activities
IPC curriculum with training aids and support materials

Review and adapt or develop curriculum /module on community engagement in local planning, budging and monitoring addressing the feedback on the proposed approaches/activities
Module on community engagement including all supporting tools

Develop M&E framework, tools and reporting templates for Coordinators at district, upazila and union level.

Submit report on lessons learned and recommendations for the future scale up.

Qualifications of Successful Candidate:
Qualifications (Education, Work Experience, Special skills and/or knowledge, Competencies required for the assignment):
Consultant must have following criteria to do the assignment
Educational qualifications: Post graduate in Public Administration or any other discipline of Social Science or Communications
Minimum 10 years of experience in working with national government institutions and LGIs, working within governmental system preferably in the area of community engagement; health education, IEC/ BCC will be considered as added advantages
Experience in curriculum development
Track record in networking and negotiation with the Ministries
Track record of working with UN, Government organizations will be an added advantage
Good skills in both oral and written in English and Bangla.
