Save the Children is seeking a Senior Manager for a Health System Strengthening Program in Dhaka, Bangladesh. The program will focus on maternal, newborn, and child health, family planning and nutrition. The goal of the program is to assist Bangladesh Ministry of Health & Family Welfare (MOH&FW) to scale up evidence-based, high-impact maternal, newborn, family planning and nutrition interventions in contribution to significant reductions in maternal and child mortality and progress toward MDG 4 and 5 goals in Bangladesh.
The Senior Manager will work with the COP and other senior team members to forge global and in-country partnerships with local service providers (public, private and NGO), and all levels of government decision makers. S/he will provide essential management and administrative support to the project, which includes working with all stakeholders to ensure deliverables are met, staff are well-trained, and the operational mechanisms are maintained. S/he will serve as the COP’s representative when he is out of the country or unavailable.
Essential Duties, Responsibilities and Impact
Provides input to the strategic and operational plan for their functional area. Develops short term plans and establishes priorities affecting own area. Accountable for achieving results in short term plan. Responsible for setting clear objectives and measures for self and others. Exercise independent judgment and discretion on significant matters related to functional area. Objectives and milestones are determined jointly by employee and supervisor and implemented with management support. Functional based policy and practices exist. Incumbent is provided with the "what", but is most likely to determine the "how." May exercise management supervision of administrative or professional staff, or program(s) Provides information to their Manager or to other Senior Managers so that they can make accurate decisions. Builds effective relationships with peers and managers. Relates well to all kinds of people.
- Provide strategic direction and leadership for operational mechanisms development and leadership activities of the program, including building capacity of district ownership and management , developing effective management systems for this work, and conducting training on leadership and management;
- In collaboration with program leadership team and implementing partners, lead the development and use of guidelines and tools to support program work planning, budgeting and management processes ensuring results-oriented, efficient program operations at implementation level;
- Provide leadership and management workshops and trainings for staff, health system service providers, government partners, district teams and civil society organizations on governance, management and leadership;
- Develop and maintain strategic partnerships with other organizations;
- Write sub-agreements for new partnerships;
- Create timely deliverables as required by stakeholders and program structure on a regular basis;
- In collaboration with the COP, represent the program in appropriate technical and managerial advisory groups for the DHSS with government stakeholders and with USAID;
- Oversee staff hiring at the Dhaka office and district levels;
- Assist in the development of new district offices and the strengthening and renovation of current program district offices.
Required Background and Experience, Skills and Behaviors
Professional Level of Technical or Managerial knowledge, skills, and experience to manage the operational activities of a Unit or Team, or provide the technical and management support related to various size programs, grants or projects. Minimum 5 - 9 years' experience required in area of expertise. With a minimum of 7 years of Program Management experience. Bachelor's Degree through PhD.
Background and Experience
- Experience managing USAID awards;
- Experience implementing international programs in organizational development, leadership development, or other areas aimed at strategically improving the performance of public sector employees;
- At least 5 years’ experience working in a developing country.

- Skill in dealing effectively with both individuals and groups of individuals from different levels on a variety of work related issues and influencing them to change their behavior;
- Ability to work effectively in team-based environments as well as on independent tasks which require high levels of initiative and autonomy;
- Ability to build capacity and collaboration between governmental and non-governmental partners and other project implementers;
- Excellent writing and oral presentation skills in English and across diverse populations;
- Ability to work in a complex environment with multiple tasks, short deadlines and intense pressure to perform;
- Willingness to conduct frequent field trips to districts and communities. About 30 percent of the time will be required for field travel.
