It has continued to highlight obstacles that exist in accessing health care and has secured sustainable improvements in health-for-all policies. Those working for this independent organisation do not solely dispense care and treatment but condemn violations of human dignity and rights and fight to improve matters for populations living in precarious situations. MdM currently works in 40 countries across all continents where it focuses on 4 priority areas: caring for the health of migrants and displaced persons, promoting sexual and reproductive health, combating HIV and reducing the harm and risks associated with drug use, crises and conflicts.MdM France has launched a quick assessment in Bangladesh in December 2016 and opened a new mission in February 2017. MdM has succeeded to launch 2 partnerships with 2 local institutions, namely “Gonoshasthaya Kendra” a local non-governmental organization (NGO) specialized in primary health care and community health care and the “Bangladesh National Women Lawyers’ Association”, a lawyer’s association based in Dhaka that aims “to create equal opportunities and equal rights for every woman and child in the country “BNWLA”.
For these two partners, MdM focus its intervention today on capacity building activities on medical and psychological care for Gender Based Violence (GBV) victims.
From 25th August 2017, a massive wave of populations fleeing violence in the Rakhine state in Myanmar crossed the border to find refuge in Cox’s Bazar district in Bangladesh. This unprecedented situation (more than 500 000 new comers arrived in a very fragile area) creates an emergency situation that is very worrying for many stakeholders. MdM now supports BNWLA and GK with this emergency response in camps, settlements and host communities.
In coordination with relevant national and local authorities, institutional donors and local partners, MdM now wishes to develop more operations in the field of migration, health and human rights, crises and emergencies in case of natural disasters, and mental health and psychosocial support.**

TASKS AND RESPONSIBILITIES:

Under the direct supervision of emergency coordinator, you are responsible for the overall management of human resources, administrative and legal aspects. The human resources and the legal department do not exist yet and all the process, tools, procedures are to be set up.

More specifically, your responsibilities are to:
-Develop the HR and administrative procedures regarding the context
-Ensure closely follow up of the registration issues and provide guidance on how to implement activities in the meantime
-Create or improve a database for the monthly allowance payment
-Ensure the existence of written job profiles validated by technical coordinators
-Ensure the application of local legislation and ensure the administrative follow-up concerning the expatriate personnel
-Make arrival and departure briefings about the HR & administrative and contractual aspects
-Participate in the definition of living rules and working conditions
-Propose a set up in HR and administration, recruit and train national staff
-Ensure the application of MdM rules for the national staff
-Supervise the constitution of individual files
-Establish all formalities which could be required by the local authorities
-Be the focal point to deal with the contracted lawyer
-Supervise the preparation of the various contracts
-Meet deadlines with HR & admin weekly sitreps and monthly reporting

CONDITIONS OF EMPLOYMENT:

Status : Employee

Contract : Fixed-term contract

Duration : 6 to 12 months

Starting date: as soon as possible
Position based in Cox’s Bazar

SKILLS AND EXPERIENCE NEEDED:

Experience of 2 years minimum in a similar position
Experience in an emergency context
Experience in setting up all the issues on HR and legal aspects of a new mission
Experience in negotiations with local partners and authorities
Experience in multi donors funded projects
Excellent computer skills (Word, Excel)
Ability to work under a minimum of supervision
Ability to work under pressure and to manage priorities
Listening and diplomacy skills
Languages: English is mandatory
French is an added value
