For more than 30 years, Médecins du Monde, a campaigning medical organisation committed to international solidarity, has been caring for the most vulnerable populations at home and abroad. It has continued to highlight obstacles that exist in accessing health care and has secured sustainable improvements in health-for-all policies. Those working for this independent organisation do not solely dispense care and treatment but condemn violations of human dignity and rights and fight to improve matters for populations living in precarious situations. MdM currently works in 40 countries across all continents where it focuses on 4 priority areas: caring for the health of migrants and displaced persons, promoting sexual and reproductive health, combating HIV and reducing the harm and risks associated with drug use, crises and conflicts.MdM France has launched a quick assessment in Bangladesh in December 2016 and opened a new mission in February 2017. MdM has succeeded to launch 2 partnerships with 2 local institutions, namely “Gonoshasthaya Kendra” a local non-governmental organization (NGO) specialized in primary health care and community health care and the “Bangladesh National Women Lawyers’ Association”, a lawyer’s association based in Dhaka that aims “to create equal opportunities and equal rights for every woman and child in the country “BNWLA”.
For these two partners, MdM focus its intervention today on capacity building activities on medical and psychological care for Gender Based Violence (GBV) victims.
From 25th August 2017, a massive wave of populations fleeing violence in the Rakhine state in Myanmar crossed the border to find refuge in Cox’s Bazar district in Bangladesh. This unprecedented situation (more than 500 000 new comers arrived in a very fragile area) creates an emergency situation that is very worrying for many stakeholders. MdM now supports BNWLA and GK with this emergency response in camps, settlements and host communities.
In coordination with relevant national and local authorities, institutional donors and local partners, MdM now wishes to develop more operations in the field of migration, health and human rights, crises and emergencies in case of natural disasters, and mental health and psychosocial support.**
TASKS AND RESPONSIBILITIES:
Under the direct supervision of emergency coordinator, you are responsible for the overall management of financial, accounting, and budgetary aspects. The financial department does not exist yet and all the process, tools, procedures are to be set up in financial management.
More specifically, your responsibilities are to:
-Ensure the accounting, budget planning & monitoring of programs
-Develop and implement the financial procedures and guidelines and ensure it is updated with the evolvement of MdM and donors’ regulations
-Ensure the cash provision between the different programs/bases and supervise all aspects of cash flow including security
-Assess the needs for the projects for the coming month and submit fund requests to HQ
-Supervise the archiving of the accounting documents in the field and its transmission to the HQ
-Prepare annual and donor budgets in coordination with the teams
-Monitor overall budget consumption with respect to donors’ constraints
-Ensure appropriate follow-up of the current funding plan, as well as MdM commitments to donors
-Propose a set up for the financial and accounting team, recruit and train the staff
-Ensure preparation of external or internal audit
-Ensure when needed and by delegation the representation of MdM in front of donors
-Provide monthly financial reports including the budget follow up with explanation on discrepancies
-Prepare financial reports to donors

SKILLS AND EXPERIENCE NEEDED:
Experience of 2 years minimum in a similar position
Experience in setting up all the issues on financial aspects of a new mission
Experience in negotiations with local partners and authorities
Experience in multi donors funded projects
Excellent computer skills (Word, Excel)
Knowledge of Saga is an asset
Languages: English is mandatory
French is an asset
Ability to work under a minimum of supervision and under pressure
Ability to classify and to manage priorities
