For more than 30 years, Médecins du Monde, a campaigning medical organisation committed to international solidarity, has been caring for the most vulnerable populations at home and abroad. It has continued to highlight obstacles that exist in accessing health care and has secured sustainable improvements in health-for-all policies. Those working for this independent organisation do not solely dispense care and treatment but condemn violations of human dignity and rights and fight to improve matters for populations living in precarious situations. MdM currently works in 40 countries across all continents where it focuses on 4 priority areas: caring for the health of migrants and displaced persons, promoting sexual and reproductive health, combating HIV and reducing the harm and risks associated with drug use, crises and conflicts.
MdM France has launched a quick assessment in Bangladesh in December 2016 and opened a new mission in February 2017. MdM has succeeded to launch 2 partnerships with 2 local institutions, namely “Gonoshasthaya Kendra” a local non-governmental organization (NGO) specialized in primary health care and community health care and the “Bangladesh National Women Lawyers’ Association”, a lawyer’s association based in Dhaka that aims “to create equal opportunities and equal rights for every woman and child in the country “BNWLA”.
For these two partners, MdM focus its intervention today on capacity building activities on medical and psychological care for Gender Based Violence (GBV) victims.
From 25th August 2017, a massive wave of populations fleeing violence in the Rakhine state in Myanmar crossed the border to find refuge in Cox’s Bazar district in Bangladesh. This unprecedented situation (more than 500 000 new comers arrived in a very fragile area) creates an emergency situation that is very worrying for many stakeholders. MdM now supports BNWLA and GK with this emergency response in camps, settlements and host communities.
In coordination with relevant national and local authorities, institutional donors and local partners, MdM now wishes to develop more operations in the field of migration, health and human rights, crises and emergencies in case of natural disasters, and mental health and psychosocial support.
TASKS AND RESPONSIBILITIES:
Under the direct supervision of the emergency coordinator, you are in charge of the setting up of logistics in terms of process, tools and log rules, to be followed by MdM teams and by the partners.
More specifically, your responsibilities are to:
-Lead the development of the logistics strategy and ensure its timely implementation
-Define and implement the logistic tools and processes required, ensure that everyone is trained and respecting it
-Assist fields on schedule all logistics activities needed
-Perform the role of technical adviser and take final responsibility for all logistical tasks
-Be in charge of the appropriate selection, installation, use and maintenance of equipment
-Assess the suppliers and market on drugs, medical equipment, and medical consumables
-Prepare the answer to wash including cholera potential outbreak problematics
-Ensure the overall supply chain management (international & local purchases)
-Ensure active monitoring of the purchasing process
-Ensure the existence and maintenance of a supplier database and develop robust local supplier relationships at national level
-Propose a set up for the logistic team, recruit and train the staff
-Brief local and expatriate staff on logistical and technical aspects
-Participate in development, implementation and monitoring of security measures in-country
-Ensure the safety of offices and guesthouses
-Ensure security briefing regarding movements and means of communication to all expat and national staff
-Monitor the security context
-Ensure systems mitigate risks from corruption and insecurity
-Represent MdM with relevant external organisations and networks, attend national logistic or security meetings
-Provide input on logistics matters to the coordination team for proposal and report writing
-Meet deadlines with weekly sitreps and monthly reporting

SKILLS AND EXPERIENCE NEEDED:
Experience in a similar position (at least 3 years)
Experience in an emergency context, to set up a logistical base and build up an operation
Experience in working with partners
Experience in WASH management is an asset
Excellent computer skills (Word, Excel)
Ability to listen and share decisions
Ability to work quickly, under pressure, and with short deadlines
Diplomacy, negotiation skills and adaptability
Languages: English is mandatory
French is an asset
