Bangladesh: Regional Monitoring and Evaluation Officer (open to Thailand, Bangladesh, or Pakistan nationals)

A.PROJECT OVERVIEW

This position can be based either in Thailand (Mae Sot), Bangladesh (Dhaka) or Islamabad (Pakistan) – depending on the selected candidate. The project is implemented in refugee/IDP camps and host communities in Bangladesh, Pakistan and Thailand.

Project Overview

The “Growing Together” project targets displaced population, in particular vulnerable children with and without disabilities in:

  • Thailand: 5 Refugee camps in Mae Hong Son and Tak Provinces
  • Bangladesh: Nayapara and Kutupalong refugee camps, including makeshift (Ukhiya and Teknaf areas, Cox’s Bazar)
  • Pakistan: Host communities in Peshawar and Nowshera districts (Khyber-Pakhtunkhwa)

Project Goal:

Enable children with disabilities or chronic illnesses, children at risk of developmental delays and psychological distress (0-12 years old), to develop their full potential on an equal basis with other children and acquire fundamental educational and social skills through games, sport, cultural arts, early years’ education and complementary learning in displacement settings in Bangladesh, Pakistan and Thailand.

Project Outcomes:

  • Children with disabilities and other vulnerable children in early childhood (50% girls and at least 25% with disabilities) have the opportunity to play, learn and develop safely in playgroups and parenting crèches.
  • Children with disabilities and other vulnerable children of primary school age are engaged in child-led games, educational games on disaster risk reduction, arts, sports and complementary learning, promoting their equal participation, safety, protection and well-being (50% boys/girls, at least 20% with disabilities).
  • Local child-development service providers are more inclusive, accessible and responsive to the needs of boys and girls with disabilities and other vulnerable children.

Implementation of the project will be supported by HI past and on-going experiences in child development, social support, rehabilitation, mental health, protection, inclusive education, and inclusive recreation. The project offers opportunities for the development of innovative approaches including the development of a tool to measure the quality of life of children with disability, construction of inclusive playgrounds and toys, using a home-based rehabilitation tool, monitoring of the environmental print of HI’s in-country missions, and others.

To this end, it will empower families to set up playgroups and parenting clubs for children in early childhood with support from community-based structures. It will engage children of primary school age to participate in clubs, where they learn and socialize through inclusive games, arts, sports and complementary learning, and where they champion rights and needs of vulnerable children’s in their communities. Simultaneously, the program will engage local child-development service providers to be more responsive to the needs of boys and girls with disabilities and other vulnerable children, and will assist the organisations in implementing measures to facilitate their inclusion.

B.JOB DESCRIPTION

MAIN TASKS OF THE INCUMBENT

Under the direct supervision of the Regional Technical Coordinator (based in Mae Sot, Thailand), you will be responsible for the implementation of the MEAL framework of the project, through regular collection, processing and analysis of project data and information provided by the three implementing countries (Thailand, Pakistan, Bangladesh).

Your responsibilities will be the following:

-Monitor the established MEAL management framework

  • Quarterly update the M&E dashboard of the project with achieved targets
  • Quarterly check the country-level M&E dashboards and tools to ensure quality data collection
  • Provide recommendations on improvements to current monitoring tools and collaborate with the Regional Technical Coordinator in creating new monitoring tools
  • Share existing country-level M&E tools among country teams

- Support the production of Information Management products

  • Review Monthly Information Sheets sent by country teams
  • Draft the programme internal Newsletter
  • Participate in the writing of the annual report
  • Produce success stories illustrating project impact

- Champion and disseminate learning in the programme

  • Ensure that innovative experience and lessons learnt are shared within the programme
  • Analyse information and data sent by country-team in order to make suggestions on project orientation
  • Advocate for change and improvements on the basis of data collected and analysed at the regional level
  • Follow-up with country teams on decisions taken for improving the project implementation

- Representation / coordination: represent HI and promote MEAL unit

  • Promote the organisation's mandate and positioning towards partners and stakeholders
  • Participate in organisation of internal and external events (team meeting, seminars, workshops, conferences)
  • Participate and support HQ/regional support missions
  • The Officer may need to undertake any other tasks relevant to the implementation of the Project

C. CHARACTERISTICS OF THE POSITION:

  • Preferred Starting Date : 02 January 2018 (or earlier)
  • End Date Of Predecessor's Mission: 11 March 2018
  • Job Vacancy Purpose : replacement
  • Duration of work contract: 1 year with possible extension
  • Salary: This is a national position (national salary grid)
  • Fixed Duration Contract (FDC)
  • Contract Full Time
  • The position will involve occasional travels to camps and Bangkok, as well as to Pakistan and Bangladesh.

D. CANDIDATE’S PROFILE:

  • You hold a University degree in information management, international development or related field
  • You have a minimum of two years of experience in the field of information management, M&E, assessment system in the humanitarian or development sector
  • You have experience in strong Data management and Data analysis (Excel and knowledge of any statistical software preferred)
  • You demonstrate strong analytical skills and intellectual flexibility
  • You are dynamic, highly flexible and autonomous and know how to manage multi-cultural teams
  • You master advanced MS Office
  • Autonomous in work, you are well organise and able to plan work accordingly by showing initiative
  • You are fluent in English, written and spoken
