The role:

Save the Children is seeking a Senior Advisor for a Health System Strengthening Project in Dhaka, Bangladesh. The project focuses on strengthening the health systems at national, district and sub-district levels. The goal is to assist Bangladesh Ministry of Health & Family Welfare (MOH&FW) to scale up evidence-based, high-impact maternal, newborn, child health, family planning and nutrition interventions that contribute to significant reductions in maternal and child mortality in Bangladesh.

The Senior Advisor will report to the Chief of Party and work with and other senior team members to provide technical and managerial leadership for the implementation of the project. S/he will provide essential management support to the project, which includes working with all stakeholders to develop project workplans and budgets through extensive consultations, ensure timely completion of deliverables, facilitate coordination among thematic teams, and support program learning and dissemination efforts. The Senior Advisor is also expected to contribute to the national level advocacy and technical assistance efforts to enhance the health systems responsiveness for achieving improved maternal, newborn and child health outcomes. S/he will also oversee the result-oriented management of partnerships and subgrants.

Overall the position provides input to the strategic and operational plan for the project. Provides supervision and mentoring support to direct reports. Builds effective relationships with peers and managers and maintains cordial working relations with all project staff, partners and stakeholders.

Key Accountabilities:

  • Lead the annual planning processes, in close collaboration with district implementation team and the thematic teams; be responsible for the submission and finalization of the annual workplans and annual budgets.
  • Coordinate regular review of project performance and make necessary mid-course corrections and adjustments to implementation plans and budget
  • Guide and support the Finance and Grants team to develop the project annual budget in line with the workplan; and periodic budget revisions and adjustments
  • Review and finalize all documents, data, reports to be shared with USAID and respond to all requests for information from SCUS, Jhpiego or USAID
  • Track progress of programs against deliverables specified in the original proposal and with detailed approved work plans;
  • Ensure timely completion of project reports and other USAID deliverables - Quarterly reports, Annual Reports
  • Conduct regular programmatic and managerial reviews with partners and subgrantees and oversee implementation of recommendations for result-oriented management
  • Represent the project in relevant Technical Working Groups and other task groups established from time to time to provide technical assistance for health systems strengthening, for advocacy or to facilitate stakeholder coordination.
  • Support and coordinate international technical assistance needs with the technical team; coordinate with STTA to determine the timing and content of TA inputs; ensure follow up actions
  • Support the ACPL team to prepare abstracts, papers for publications, policy briefs and other documents for dissemination; ensure the technical and scientific appropriateness of products for publication
  • Advise the implementation teams and thematic teams to develop tools and guidelines to facilitate periodic program reviews at national and district levels and guide necessary mid-course corrections;
  • Participate in the program senior management team meetings and contribute to the program level management decision-making;
  • Provides supervision and mentoring for the Communications Team and guides the strategic communication efforts of the project
  • In collaboration with the COP, represent the program in appropriate technical and managerial advisory groups with government, external stakeholders and with USAID;
  • Respond to natural disaster or emergency anywhere in Bangladesh serving as Health, Nutrition & HIV/AIDS point person, if deployed;
  • Carry out any other assignments requested by the Supervisor.

QUALIFICATIONS AND EXPERIENCE

Essential:

  • Master's degree in Public Health or an advanced degree in a health management related discipline;
  • At least 7 (seven) years of overall experience in managing international public health programs
  • Expertise in multiple technical areas is highly desired, such as maternal, newborn child health, nutrition, health systems strengthening or health policy
  • Superior writing skills, including expertise in writing scientific documents, manuscripts and documents for publication
  • Past experience of managing USAID funded projects in a developing country context is highly desired

Desirable:

Skills and Behaviors

  • Experience in the development of detailed implementation plans and budgets
  • Proven leadership skills and expertise in strategic program planning, implementation and management;
  • Ability to build capacity and collaboration between governmental and non-governmental partners and other project implementers;
  • Experience in designing, analyzing, editing and presenting data for donor reporting and presentations;
  • Excellent technical writing skills in English and strong oral presentation skills;
  • Demonstrated ability to manage a large-scale, complex program, work collaboratively across technical disciplines and implement according to plans;
  • Willingness to conduct frequent field trips to districts and communities. About 30 percent of the time will be required for field travel.
