The United Nations Children's Fund (UNICEF) in Vientiane, Lao PDR is looking for a qualified international consultant to provide technical support to the ESMIS Center, MoES in development the ESMIS Software System and Data Standards. The assignment expects to take a total of 70 working days, from 4th December 2017 - 30th April 2018. The consultant will be working in a combination of in-distance and in-country.
Main Duties and Responsibilities:
Target 1: Develop ESMIS software, system and data standards to help ensure enhanced capacity to further develop ESMIS related systems, share data between systems and to eventually merge or integrate systems where possible.
Activity 1.1: Develop software system standards for the MoES specifying: permissible technologies for hardware, software and databases; minimum performance standards for software development; use of contractors and 3rd party vendors for bespoke developments including rights of ownership, performance management and general payment obligations and schedules; procurement and use of proprietary software; and other related issues.
Activity 1.2: Develop data standards for the MoES. The data standards should specify how data is to be captured, recorded and coded (and encoded) for any data capture exercise or system.
Activity 1.3: Develop entity data standards for pupils and staff. This should define what attributes are important to capture and store for individual record keeping.
Target 2: Develop standards for schools to be able to engage directly with ESMIS. This will help to determine which schools are able to enter data into ESMIS directly.
Activity 2.1: Develop minimum standards for institutions to be able to engage directly either the ESSITC EMIS or institutional MIS. Minimum standards should include hardware, staff capacity and internet connectivity.
