Context:
Under the overall supervision of the Emergency Coordinator and the direct supervision of the Programme Coordinator in Cox’s Bazar, the successful candidate will be responsible for the provision of support and assistance for project development, Monitoring and Evaluation (M&E) and donor relations for all of IOM programmes in Cox’s Bazar, Bangladesh.
Core Functions / Responsibilities:
Maintain up-to-date knowledge of all programme implementation in Cox’s Bazar, Bangladesh.
Liaise between IOM finance staff and programme managers to ensure that the latter are observant of financial requirements.
Support the Programme Coordinator and Programme Managers in the elaboration of new project proposals and seeking funding opportunities.
Assess programme implementation modalities, assist in achieving maximum efficiency in programme delivery, measure and report results to senior programme staff and counterparts, and directly inform programme staff on a continual (rolling) basis.
Support Programme Managers in ensuring that IOM internal policies and procedures are met in regard to proposal development and submission (i.e. secure internal endorsements); ensure timely submission of project reports; and carry out other activities, as needed, to ensure compliance with existing project agreements.
Ensuring logical and efficient planning, deployment of monitoring staff to achieve data gathering objectives.
Train and supervise monitoring staff and implementing partners in preparing progress reports and consolidated progress reports.
Assist in the design and roll out of monitoring and evaluation tools across all IOM programmes in Cox’s Bazar, including monitoring of implementing partners.
Undertake duty travel relating to project/programme assessment, liaison with counterparts, problem solving, and new project/programme development, as required.
Contribute to the design and development of programmes based on solid results framework that respond to emerging trends and national and donor priorities.
Establish and maintain strong and regular operational level liaison with the project/programme partners, such as concerned Government of Bangladesh authorities, other concerned UN agencies and Sectors, aiming at coordinating and promoting new activities and facilitating the implementation of ongoing activities and fund raising.
Organize field visits for donor representatives, IOM visitors and Government of Bangladesh officials, as needed.
Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
• Master’s degree in Political or Social Science, Business Administration, International Relations, Law or a related field from an accredited academic institution with two years of relevant professional experience; or
• University degree in the above fields with four years of relevant professional experience.
Experience
• Field experience in the Migration, Humanitarian or Development fields, with project design, and government and donor liaison;
• Superior reporting and writing skills;
• Experience in humanitarian programmes for migrants and capacity-building activities;
• Experience in liaising with governmental and diplomatic authorities as well as with national and international institutions;
• Sound and proven understanding of internal and international migration issues in the sub-region and related issues;
• Knowledge of the region is an advantage.
Languages
Fluency in English is required. Working knowledge of any local language is an advantage.

Internationally recruited professional staff are required to be mobile.
