Purpose of the Post:

Under the supervision of the SPEAR Section Chief, the post sets up, implements and manages the humanitarian cash-based interventions and supports its monitoring and evaluation component in collaboration with the Planning and Monitoring section and Research & Evaluation, Specialist. The Specialist will focus on moving the integration of cash components into programmatic aspects of nutrition, child protection, and education response. In parallel, , the Specialist will liaise with partners on a joint delivery mechanisms.

Major Duties and Responsibilities

Ensure the design, implementation and coordination of the cash programme

  • Set up the cash programme from its inception.
  • Support the design and roll-out of cash component for families under SAM treatment, and Cash Grant to caretakers of Unaccompanied and separated Children (UC / SC)
  • Lead, in coordination with the section and operations, the operational design of the cash interventions, including the definition of standard operational procedures that consider management of assets, beneficiary data; meet the requirements of accounting systems; reconciliation of funds, distribution of cards, payments and transfers of resources between agencies, and M&E systems
  • Ensure harmonization with the potential grants by WFP, UNHCR, among others. Set up the mechanisms for delivery of the grant.
  • Be part of discussions with the government advocating for cash transfers in Bangladesh
  • Manage the implementation of the program and readjust it regularly based on the changing situation in Cox’s Bazaar
  • Work in close collaboration with UNHCR, WFP and other potential agencies interested in giving cash, as well as with the Cash Working Group to ensure smooth disbursement of the funds every month and address any targeting issues
  • Elaborate fund-raising strategy to ensure continuous funding of the program
  • Ensure internal coordination within the UNICEF Bangladesh office in between the unconditional cash activities and the other sections
  • Gather data and produce analysis to inform, design and plan the evolution of the program towards a longer term social protection scheme in collaboration with the government
  • Represent UNICEF Bangladesh country office in the cash forums, and internally to other office sections

  • Participate and regularly present at different meetings UNICEF Bangladesh activities and positions
  • Develop links and provide technical support to other sections; strengthen coordination within the office on this issue;
  • contribute to the discussions around a strategy that strengthens longer term social protection scheme with the government
  • Supervise and support monitoring and evaluation activities

  • An external final evaluation of unconditional cash distributions
  • A comprehensive monitoring system is developed to ensure quality monitoring of all UNICEF funded cash distribution in collaboration with implementing partners

  • Provide the operational management of the program, ensure that adequate operational measures are regularly adjusted

  • Working Arrangements:

    Office-based position in Cox’S Bazaar, Bangladesh

    Qualifications of successful candidate:

    Education - Advanced University degree in International Relations, Public Administration/Public Policy, Development Economics, Humanitarian Affairs, Development, Social Sciences, or a related technical field. Work Experience - Five years progressively responsible professional work experience at national and international levels in post-crisis recovery, complex emergencies, humanitarian response, including experience in early recovery. Experience in emergency cash programing is required.. Language Proficiency - Fluency in both written and spoken English, and another UN language as a strong asset. Other Qualifications -Proven ability to conceptualize, plan and execute complex processes across a wide range of stakeholders. - Advanced ability to work quickly and under pressure

    - Demonstrated ability to work in a multi-cultural environment and establish harmonious and effective working relationships both within and outside the organization. - Proven ability to work both independently and as part of a team.
