Context – Rohyngia Refugee Crisis
Since 25 August 2017, massive human rights violations and targeted violence against Rohingya in Rakhine State, Myanmar, have forced 646,000 people to seek refuge in Bangladesh – currently the fastest growing refugee crisis in the world.
There are more than 858,590 Rohingya refugees in Cox’s Bazar: These refugees are now living in ten different camps, and among Bangladeshi host communities. Two of the camps (Kutapalong/Balukhali) have become the largest and fastest growing refugee camp in the world, where over half a million people are living extremely close to each other without access to basic services such as toilets or clinics. Over the last few months, the refugee population in Cox’s Bazar has quadrupled. People are continuing to arrive daily, on foot, by boat and on makeshift rafts. Limited road access to Cox's Bazar is hampering the effective distribution of aid across all sites ad settlements.
Oxfam in Bangladesh is currently managing a large-scale response aiming at ensuring that 250,000 people affected by in the Rohingya crisis can access life-saving gender-sensitive WASH and protection services. Oxfam has been implementing humanitarian response interventions in Bangladesh since 1971.The current set-up of the emergency response includes a number if international experts and a large local team that works engaged in direct implementation and implementation through local partners.
WHAT WE ARE LOOKING FOR
We are urgently looking for a dynamic team player who will lead, manage and coordinate Oxfam’s large-scale humanitarian intervention in Bangladesh (Rohingya Refugee Crisis) and transition the emergency response into a medium and longer-term programme. S/he will be delivering strategic management, representation, coordination, programme management, advocacy and programme support at senior level.
SKILLS AND COMPETENCE:
- Post Graduate Degree or Degree with equivalent work experience from a recognized University/college in Humanitarian Assistance or any other related area that can bring added value to the job;
- Relevant international experience of 7 - 10 years for Post graduate holders, or 10 years + for degree holders, including budgeting, planning, programme cycle management, preferably in an international NGO/operational UN agency/equivalent, out of which at least 5 years should be supervisory/managerial experience;
- Extensive experience in large scale humanitarian programming at senior level and humanitarian management in complex, insecure environments; Experience in fast-paced and difficult emergency contexts;
- Knowledge and understanding of the principles and standards of programming in emergencies, conflict resolution and international humanitarian and refugee law;
- Experience of implementing gendered humanitarian interventions;
- Excellent communicator with strong written and reporting skills, and an excellent ability to influence verbally to persuade with diplomacy and tact;
- Ability to work cooperatively in a cross-cultural setting with a number of long distance working relationships across time zones;
- Adaptable and able to work under pressure in a demanding and fast-moving environment;
- Initiative and motivation to work independently and develop solutions to problems. Highly flexible in style with the ability to produce creative and pragmatic solutions to complex problems;
- Proven ability to work with multi-million budgets, including monitoring and evaluation and reporting.
