JOB SUMMARY

The MPHSS Specialist for will be deployed to Bangladesh to conduct an MHPSS assessment/situational analysis, contribute to program development and support a program integrating MHPSS with health and community services.

COORDINATION

1. Actively participate in or co-chair interagency MHPSS coordination group together with representatives from other agencies and organizations.
2. Represent International Medical Corps at other relevant coordination meetings and cluster meetings (e.g. health, protection,).
3. Work to improve interagency coordination, sharing of information, and promote MHPSS guidelines, best practices and IASC MHPSS reference group endorsed materials and resources.
4. Liaise and Collaborate with existing government structures, local authorities and NGOs/CBOs in organizing MHPSS activities.
5. Identify and work with suitable local partner organizations and institutions for joint MHPSS work.
6. Identify and where appropriate collaborate with existing formal and informal community leaders and service providers.

ASSESSMENT

1. Conduct an MHPSS needs assessment among the affected populations in consultation with IMC MHPSS TU advisors. This will include using assessment tools consistent with IASC guidelines and the MHPSS WHO/UNHCR assessment toolkit with the goal of designing an integrated mental health program (e.g. with IMC health and protection programs, community and government structures as available)
2. Produce high quality report (with IMC TU support) and disseminate and discuss findings externally, including with donors.

PROGRAM DEVELOPMENT

1. Take a lead in MHPSS program development and proposal writing in consultation with IMC MHPSS TU advisors.
2. Develop the strategy and mechanisms to integrate a mental health and psychosocial support into IMC programs in keeping with IASC and WHO guidelines

TRAINING AND CAPACITY BUILDING

1. Assess capacity building needs of program staff and community workers
2. Develop targeted training materials and tools based on global guidelines (WHO) and adapted to the local context and needs and to the IMC program.
3. Provide training in the identification, management and/or referral for selected priority neurological and substance use disorders for various general health care providers (e.g. doctors, nurses) and community workers
4. Provide ongoing on the job supervision and mentoring as well as group and individual supervision
5. Support the integration of MHPSS considerations and interventions at facility and community levels
6. Organize external workshops in coordination with other agencies and organizations (e.g. IASC MHPSS Guidelines orientation)
7. Produce and share training materials and training reports including relevant data (e.g. attendance, pre post tests, training evaluations).

REPORTING AND M&E

1. Develop data collection tools and forms to capture MHPSS activities, results and impact in consultation with IMC TU MHPSS advisors.
2. Submit data required for donor reports, and monthly reports.
3. Submit program information, data and success stories to promote visibility (e.g. IMC website, media)

GENERAL

1. Work within the framework of the IASC guidelines for mental health and psychosocial support in emergency settings and Sphere standards as well as IMC MHPSS Quality Standards.
2. Liaise effectively with IMC mental health advisor to discuss and review program materials and tools (e.g. provide training materials, tools and training reports for review, and receive input on development of materials etc.)
3. Hire national staff to implement emergency response and future programs.

Conducts work with the highest level of integrity. Qualifications:

• The qualified candidate will be a mental health professional with RN, Ph.D., MD or equivalent degree with 3+ years clinical experience in a hospital and / or community based mental health, preferably in humanitarian/low resource settings.
• Experience training and capacity building of health professionals
• Strong organizational and supervisory skills
• Strong interpersonal skills and the ability to work within different cultural environments
• Ability to work within a team structure or in isolation, flexible, and can cope with stressful workloads and working with limited resources
• Ability to travel on short notice to project sites by car, boat or air
• A good command of verbal and written English
