Context:

The National Task Force responsible for operationalizing the Bangladesh Government’s National Strategy instructed IOM since 2013 through the MoFA to lead a coordination structure for UMN humanitarian assistance. IOM therefore established an Inter-Agency Coordination Mechanism at National and Sub-National level. Evolving needs, a growth in response and a plethora of coordination meetings at field level have overwhelmed existing mechanisms thus leading to a new inter-sector coordination approach.

Following escalation of violence in Rakhine State, Myanmar, on the 25 August 2017, more than half a million Rohingya have fled across the border into Bangladesh, resulting in a severe humanitarian crisis. IOM, in support of the Government of Bangladesh, has been mandated to coordinate humanitarian activities in Cox’s Bazar. The Inter-Sector Coordination team supports this function, providing coordination and information management services to operational agencies responding to the refugee crisis.

Under the strategic direction of the Inter Sector Coordination Group (ISCG) Senior Coordinator, the direct supervision of the IOM Inter-Sector Coordinator, in close coordination with relevant PD/Reporting/M&E units within the Mission and working closely with the relevant team leader and units, the successful candidate will support the ISCG in emergency preparedness and response, liaison, information management and advocacy functions to ensure the effectiveness of the humanitarian response.

S/he will work in close collaboration with the local humanitarian and recovery community at both
technical and operational levels. This will require liaison with humanitarian and recovery agencies, central and local authorities, as well as other actors across areas of operation (central and local levels), to ensure effective and transparent coordination. S/he also provides support in monitoring, translation and reporting of humanitarian situations on a regular basis.

S/he will be based in Cox’s Bazar and will travel to field locations as required. A geographical area of responsibility may be assigned.

Core Functions / Responsibilities:

  1. Establish and maintain relationships with M&E Officers across humanitarian partners.

  2. Work with partners to develop an M&E strategy for the Humanitarian Response Plan (HRP), including both quantitative and qualitative tracking of the response overall and consideration of standardisation of tools such as post-distribution monitoring.

  3. Support the development of the M&E framework in future planning processes, ensuring the quality of indicators and their follow up.

  4. Promote evaluation of the response with partners, including post-distribution monitoring and evaluations, and ensure findings are analysed, shared with relevant sectors and feed into operational decision making.

  5. Support compilation of periodic reports on the implementation of the HRP, including analysis of challenges and operational blocks.

  6. Provide technical support to partners for quality M&E activities including by conducting field visits and providing support on request for developing and implementing M&E activities.

  7. Carry out monitoring activities in the project sites and provide timely feedback to the relevant colleagues.

  8. Support the Communications Officer to document the process and activities of on-going projects such as capturing case stories, website and other products based on M&E activities in the project sites.

  9. Provide trainings and capacity development for partners on M&E activities for partners.

  10. Undertake duty travel related to M&E activities as required.

  11. Perform any other tasks assigned by the supervisors.

Required Qualifications and Experience:

Education

• Master’s degree in Development, Political or Social Sciences or a related field from an accredited academic institution with five years of relevant professional experience; or
• University degree in the above fields with seven years of relevant professional experience.

Experience

• Experience in implementation of M&E, reporting and project management in humanitarian operations;
• Advanced knowledge and skills of computer applications of MS Word, Excel, database

management, SPSS or other statistical packages;
• Good analytical thinking and ability to interpret humanitarian data will be considered an advantage;
• Experienced in organizing consultation, workshops, seminar with high level stake holders;
• Excellent communication, analytical and interpersonal skills;
• Strong interpersonal and teamwork skills;
• Courtesy, tact and the ability to establish and maintain effective working relationships with people of diverse cultural and national backgrounds;
• High degree of judgment and initiative;
• Ability to work with a high degree of independence within assigned areas.

Languages

Fluency in English is required. Working knowledge of a local language(s) is an advantage.

Other:

Internationally recruited professional staff are required to be mobile.
