Context:
Under the overall supervision of the Head of Sub-Office and the direct supervision of the Emergency Coordinator, the successful candidate will be responsible for overseeing all aspects and functions of the Information Management Unit (IMU), including the design, development and implementation of information management tools and mechanism such as Geographic Information Systems (GIS) and databases to support programme/projects implementation and the overall Mission’s activities.
Core Functions / Responsibilities:
Plan and propose, design, develop and supervise the implementation of all Information Management system, processes, and mechanism as required for programme/projects implementation.
Plan, manage, and supervise overall and daily activities of IMU to ensure optimum use of resources and timely and quality delivery of target outputs.
Ensure effective and efficient development and implementation process within IMU including by identifying, proposing, and managing the allocation of resources and selection of personnel and partners to achieve the set objectives and outputs,
Locate and analyze programme/projects units’ needs related data gathering and data management, and prepare reports and analyses relevant to proposed programmes; ensure optimum systems effectiveness and efficiency as well as possible integration and interoperability across the different programme areas and projects.
Identify, develop, and support programme/projects components related to information management including selection of operational plans and approaches, identification of programmes partners, and monitoring and evaluation mechanisms.
Provide technical guidance on information management to all units in the mission.
Participate in the development and maintenance of databases and other information management/reporting systems including the Geographic Information Systems (GIS) works to ensure quality and timely production of required information management output, including mapping products.
Participate in the development and updates of mission websites.
Prepare or ensure timely preparation and submissions of accurate unit reports according to IOM and donor formats as required.
Plan, design, and implement training activities to IMU staff, users, and other relevant stakeholders in relation to the implementation of related information management system, processes, and mechanism.
Provide technical liaison, attend relevant meetings and forums, and build and maintain external technical partnership in relation to information management works.
Ensure the use of IOM data protection principles and other relevant IOM standards, guidelines, and policies relevant to all information management system, processes, and mechanism to be planned, developed, and implemented.
Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
• Master’s degree in Information Management, Computer Science or a related field from an accredited academic institution with five years of relevant professional experience; or
• University degree in the above fields with seven years of relevant professional experience.
Experience
• Experience in development and implementation data gathering project or other type of assessment and information management activities, emergency humanitarian operations; management and coordination of information flows, data management including collection, storing, processing, and analysing data to generate information products;
• Demonstrated ability to supervise and manage staff and activities at an operational level in humanitarian emergencies and/or major data collection operations;
• Experience in the development and implementation of a population database;
• Experience and skills to analyse statistical information;
• Expertise on data processing and analysis software (MS-Excel, SPSS, Tableau or others);
• Ability to compile and holistically analyse diverse datasets;
• Knowledge in advanced data visualization and information design skills;
• Documented experience of using system analysis methods and data modelling tools, relational databases and object-oriented programming an advantage;
• Experience using two or more of the following tools: Access, Visual Basic, Java, ASP, SQL or Oracle;
• Experience in the development and implementation of population database systems (such as registrations, census or surveys);
• Experience with Windows Server software (NT/2000) in a multi-site environment, TCP/IP, MS Office, data analysis with Excel, Antivirus software and IT utilities.
Languages
Fluency in English is required.
