Context:
Following escalation of violence in Rakhine State, Myanmar, on the 25 August 2017, more than half a million Rohingya have fled across the border into Bangladesh, resulting in a severe humanitarian crisis. IOM, in support of the Government of Bangladesh, has been mandated to coordinate humanitarian activities in Cox’s Bazar.
Under the overall supervision of the Emergency Coordinator (EC), the direct supervision of the Programme Manager (Shelter/NFI) in Cox’s Bazar and in coordination with relevant units, the successful candidate will assist concerned programme units for implementation of the programme.
Core Functions / Responsibilities:
Responsible for IOM Bangladesh’s Shelter/NFI Pipeline activities including both direct implementation and distribution through implementation partners.
In coordination with the Shelter/NFI Programme Manager, manage the entire cycle of pipeline activities including assessment/verification, coordination, distribution, reporting, and Post Distribution Monitoring (PDM).
Track/verify both procurement and distribution data, and keep pipeline in & out matrix in coordination with IOM Procurement Unit, Warehouse Logistic Officer, and the Field Focal Points. Crosscheck different data sets and reconcile data gaps. Provide operational information that will be used for allocation of items.
Liaise with Implementation Partners (IPs), and compile shelter/NFI pipeline requests.
Prepare implementation agreements and necessary documents, in coordination with the IOM Resource Management Unit, arrange for obtaining signatures from both IOM and IP sides.
Undertake distribution monitoring at IP’s distribution site, fulfill distribution monitoring forms and submit to Shelter/NFI Programme manager with recommendations.
Maintain close communication with IPs and follow up as necessary to ensure timely and quality data/reports received.
Undertake field visit and liaise with relevant counterparts as per programme requirements. Ensure close coordination with local government authorities in all phases of the programmes implementation.
Ensure that the integration of cross-cutting issues such as environment, gender, children, Gender Based Violence (GBV) and other vulnerable groups are considered in the selection of IPs.
Ensure IOM and donor visibility in both IOM and IP’s distribution.
Represent the IOM Shelter/NFI Pipeline programme in Shelter/NFI Sector, donor, and Government meetings and establish partnerships with relevant stakeholders. Take minutes of the meeting and keep track of those meetings for filing and reporting purposes.
Undertake duties delegated by the respective supervision, hold self-accountable in completion of assigned task and manage resources efficiently.
Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
• Master’s degree in Social Science, Law, Management, Information Management, Disaster Risk Management or a related field from an accredited academic institution with two years of relevant professional experience; or
• University degree in the above fields with four years of relevant professional experience.
Experience
• Experience in humanitarian emergencies;
• Demonstrated ability to supervise and manage staff at an operational level in humanitarian emergencies;
• Experience in logistics/warehouse management is an advantage;
• Experience in shelter/NFI pipeline activity is an advantage.
Languages
Fluency in English is required. Working knowledge of a local language(s) is an advantage.
